 Position Summary
We are seeking an experienced Vice President of Photonics – Federal Government Sales to build, lead, and scale QCi’s Federal Government business. This executive leadership role will be responsible for driving go-to-market strategy, business development, capture management, and revenue growth across the Department of Defense (DoD), Intelligence Community (IC), national laboratories, and federal civilian agencies. The ideal candidate brings deep expertise in federal acquisition, government contracting, and selling advanced photonics, optics, sensing, semiconductor, or related technologies into mission-critical government environments. This leader will establish trusted customer relationships, develop strategic partnerships, and build the commercial infrastructure necessary to position QCi as a premier supplier of U.S.-manufactured photonics solutions. 

Key Responsibilities Federal Sales Strategy & Business Development

  • Define and execute QCi’s Federal Government sales strategy across DoD, Intelligence Community, national laboratories, and civilian agencies.
  • Identify, qualify, shape, and win new business opportunities and programs of record.
  • Develop and maintain a robust pipeline of federal opportunities, ensuring accurate forecasting and predictable revenue growth.
  • Own and achieve federal revenue targets while driving accountability throughout the organization.

Team Leadership

  • Recruit, build, and lead a high-performing federal sales and capture management organization.
  • Establish processes, performance standards, and operating rhythms that enable growth and execution excellence.
  • Mentor and develop team members while fostering a culture of collaboration, accountability, and customer focus.

Capture Management & Contract Vehicles

  • Lead capture strategy and proposal engagement from opportunity qualification through contract award.
  • Expand and strengthen access through key procurement channels including GSA Schedules, IDIQs, OTAs, SBIR/STTR programs, and strategic teaming agreements.
  • Develop partnerships with prime contractors and subcontractors to increase market penetration and contract access.

Customer & Partner Engagement

  • Build executive-level relationships across government agencies, program offices, FFRDCs, national laboratories, and defense contractors.
  • Serve as a trusted advisor and strategic partner to customers pursuing advanced photonics and quantum-enabled capabilities.
  • Represent QCi at industry conferences, government forums, and national security events.

Cross-Functional Collaboration

  • Partner closely with product, engineering, and research teams to align technology roadmaps with government mission requirements.
  • Provide customer insight and market intelligence to support strategic planning and product development initiatives.
  • Help ensure solutions meet applicable compliance, procurement, and mission requirements.

Required Qualifications

  • 12+ years of technology or hardware sales experience, including leadership of federal sales and capture organizations.
  • Demonstrated success selling into the Department of Defense, Intelligence Community, national laboratories, and/or federal civilian agencies.
  • Proven track record of winning complex federal programs and achieving significant revenue growth.
  • Deep understanding of federal procurement processes, FAR regulations, GSA, IDIQs, OTAs, SBIR/STTR programs, and government acquisition cycles.
  • Experience selling advanced hardware or deep technology solutions such as photonics, optics, sensors, RF systems, semiconductors, HPC, or defense electronics.
  • Strong network of government decision-makers, program offices, national laboratories, and defense industry partners.
  • Demonstrated capture management and business development leadership experience.
  • Track record of building and leading high-performing sales teams.
  • U.S. citizenship and eligibility to obtain a security clearance.
  • Ability and willingness to travel extensively.

Preferred Qualifications

  • Active or recently held Secret, Top Secret, or TS/SCI security clearance.
  • Experience selling quantum technologies, photonics, quantum sensing, secure communications, advanced imaging, or related frontier technologies.
  • Familiarity with defense mission areas including ISR, PNT, C5ISR, electronic warfare, cybersecurity, or related fields.
  • Knowledge of compliance frameworks and regulations such as CMMC, ITAR, and NIST.
  • Military, government, national laboratory, or defense prime contractor experience.
  • Bachelor’s degree in Business, Engineering, or a related technical field; advanced degree preferred.
