Job Summary:

The Auditor 3 works under limited supervision of the Chief of Operations (Division Administrator Senior), performing complex auditing reviews for city, county and state; advises on the requirements, liabilities and penalties of compliance and noncompliance; prepares audit reports, outlines, drafts and final reports; provides advice and/or recommendations on corrective actions. This position may provide testimony at formal or informal hearings; perform in a lead capacity; and develops audit scopes, objectives, and procedures in accordance with generally-accepted auditing standards (GAAS and government audit standards (GAS).

Job Duties:

Conducts field monitoring reviews and/or audits subrecipients, examining all source documentation. Analyzes and evaluates work procedures, methods and rules for work unit.
Review and examine contracts of city, county and state organizations for audit compliance and resolution of applicable findings. Compares data from sources to assure compliance with technical specifications, using judgment and relying upon considerable knowledge of the subject materials.
Examines financial records, payrolls, contracts, inventories, equipment, budgets and other financial documents for validity and correctness. Writes detailed reports based upon audit reviews.
Analyzes and evaluates work procedures, methods and rules for a work unit. Compares data from sources to assure compliance with technical specifications, using judgment and relying upon considerable knowledge of the subject materials. Monitor and recommend changes.
Attends periodic workshops or training sessions to improve working knowledge and skills at senior worker level in work systems.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Thorough knowledge of Federal and State rules and regulations pertaining to various grant programs;
Principles of auditing;
Policies and procedures utilized within various criminal justice agencies in Arizona;
Computers and accounting software;
Develops audit scopes, objectives and procedures in accordance with generally-accepted auditing standards (GAAS) and government audit standards (GAS).
Skills in:
Oral and written communication;
Time Management;
Interpretation and application of appropriate Federal and State laws and regulations.
Ability to:
Apply audit and accounting methods;
Express delicate information in a confidential and informed manner without expressing accusation or blame;
Maintain the confidentiality of information and release only to authorized personnel;
Ability to accurately interpret federal and state laws and regulations and explain complex concepts to subrecipients.

Selective Preference(s):

Bachelor's Degree in accounting or closely related field.

Pre-Employment Requirements:

At least two years' experience as an auditor or equivalent; some experience in the accounting field preferred.
Arizona Drivers License.
