Join Our Team!\r\nDNREC is Now Offering Sign-on Bonuses for Engineers!\r\nThe Delaware Department of Natural Resources and Environmental Control (DNREC) recognizes its Engineers are a highly valued resource and play a critical role in protecting public health and the environment. For that reason, we are now providing monetary recruitment incentives to new DNREC Engineers in accordance to our Recruitment Program Policy and Procedures.\r\nThe program provides recruitment incentives as follows:\r\nSign-On Bonus- Incentives are based on the position classification:\r\n\r\n $4,000 Engineer I\r\n $5,000 Engineer II\r\n $6,000 Engineer III\r\n $7,000 Engineer IV\r\n\r\nIncentives are paid in two installments. One installment after three months of employment and the second installment after eighteen months from the initial date of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer I-IV series. Must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware\r\nNOTE: You will receive more information during the hiring process. This program is administered by the DNREC - Employment Services section. The program may be terminated by DNREC at any time with or without notice.\r\n

Summary Statement

This position is responsible for implementing State and Federal regulations for the protection of public health and the environment. Job duties include reviewing water and wastewater permit applications, reviewing/evaluating monitoring reports, and treatment system construction/design documents to ensure compliance. Work also includes preparing calculations, data modeling, permits, letters, memoranda, presentations, and testimony (as directed) to support permitting, compliance and enforcement actions. Other duties include reviewing construction plans, writing review letters noting items requiring revision, reviewing plan revisions, coordinating associated approvals with a municipality or county that also has jurisdiction public noticing and issuing permits.\r\n

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Drafts, develops and modifies engineering designs, plans and specifications. \r\n \r\n Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. \r\n \r\n Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. \r\n \r\n Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. \r\n \r\n Tests or evaluates materials, equipment, systems and facilities. \r\n \r\n Plans and coordinates engineering projects.\r\n \r\n Reviews, analyzes and reports on the status of projects and/or regulatory conformance.\r\n \r\n Develops cost estimates for project time and materials.\r\n \r\n Provides technical guidance and training to technical staff. \r\n\r\n

Job Requirements

JOB REQUIREMENTS for Engineer III \r\n\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n1.Possession of a Bachelors Degree or higher in Civil, Chemical and Environmental EngineeringOR official notice of passing the Fundamentals of Engineering (FE) examination (in the assigned engineering discipline) administered by the National Council of Examiners for Engineering and Surveying (NCEES).\r\n2. At least four years experience in Civil, Chemical and Environmental Engineering.\r\n3. Knowledge of engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.\r\n
