Civil & Environmental Consultants, Inc. (CEC) is seeking a Senior Professional Surveyor - Project Manager (PS/PLS) to join our growing team in Martinsburg, West Virginia. This is an opportunity for an experienced survey professional to lead project delivery, mentor staff, build client relationships, and play a key role in the continued growth of our surveying practice throughout the Eastern Panhandle and surrounding region.


Opened in 2022, our Martinsburg office was established to better serve clients throughout the Eastern Panhandle and surrounding areas. As part of CEC's West Virginia operations, you'll have access to the resources, expertise, and support of a statewide multidisciplinary team while helping grow a local office where your contributions can have a visible and lasting impact.


You'll collaborate with professionals across surveying, civil engineering, geotechnical engineering, environmental services, water resources, and construction inspection while supporting a diverse portfolio of commercial, municipal, infrastructure, energy, and land development projects.

Responsibilities:

  • Manage boundary, topographic, ALTA/NSPS, utility, route, and construction survey projects from proposal through final deliverable.
  • Develop project scopes, proposals, budgets, schedules, and staffing plans to support successful project execution.
  • Lead and mentor field and office personnel while fostering technical excellence, professional development, and team growth.
  • Perform QA/QC reviews of survey data, calculations, plats, and final deliverables to ensure accuracy and quality.
  • Collaborate with clients, contractors, engineers, and government agencies throughout all phases of project delivery.
  • Serve as a trusted advisor to clients while building and strengthening long-term professional relationships.
  • Support business development efforts through client engagement, networking, proposal development, and identification of new opportunities.
  • Partner with leadership to support succession planning, staff development, and the continued growth of CEC's surveying practice throughout the region.

  • 10+ years of land surveying experience
  • Professional Land Surveyor (PS/PLS) license (WV or ability to obtain via reciprocity)
  • Bachelorโ€™s degree in Surveying, Geomatics, or related field (or equivalent experience)
  • Strong proficiency in AutoCAD Civil 3D and survey data processing software (e.g., Trimble Business Center)
  • Deep understanding of GPS/GNSS, control networks, and modern survey methods
  • Proven ability to manage projects, budgets, and client expectations
  • Strong communication, leadership, and problem-solving skills
  • Experience supporting sectors such as real estate, energy, and public/private infrastructure
  • Experience with UAV, LiDAR, or remote sensing technologies is a plus
