Job description

Overview

Nakupuna Services is seeking to hire a Business Data Analyst / Data Engineer to support the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract. This position provides enterprise data analysis, engineering, and business intelligence support to the Program Manager, Technical Managers, AOR Managers, and DHA stakeholders. The Business Data Analyst / Data Engineer supports program execution by developing and maintaining data pipelines, integrating multiple facilities and logistics data sources, and producing dashboards and analytical products that enable data-driven decision-making. This role analyzes and organizes enterprise data from systems such as DMLSS/LogiCole FM, FROID, RPSS, and BUILDER to support the FOB SOT reporting database environment and enterprise reporting requirements. The position collaborates with stakeholders to ensure data quality, documentation standards, and consistent data governance practices while supporting business intelligence strategies across the DHA Facilities Enterprise. The role requires strong analytical capability, technical data engineering skills, attention to detail, and the ability to operate effectively within a collaborative program team in a structured federal environment. 

Responsibilities

The following reflects management's definition of essential functions for this position but does not restrict tasks that may be assigned. 

  • Analyze and organize raw data from multiple sources including DMLSS/LogiCole FM, Facilities Requirements, Operations, Investment, and Data (FROID), Real Property Systems Standard (RPSS), and BUILDER Sustainment Management System (BUILDER SMS) into the FOB SOT reporting database environment. 
  • Build and maintain data systems and pipelines using SQL and Microsoft Power Query to ensure data reliability and quality. 
  • Interpret key business datasets and provide actionable recommendations to improve data process flow (data capture, data QA/QC, and data distribution). 
  • Develop and maintain dashboards and reporting products using Power BI, Tableau, and other related visualization tools to present data-backed insights. 
  • Support business intelligence strategies through quantitative analysis and business-focused reporting. 
  • Perform business analysis to align data systems and reporting outputs with organizational goals and DHA-FE objectives. 
  • Prepare data sets for prescriptive and predictive modeling efforts. 
  • Develop algorithms and prototypes to automate data transformation and distribution via the FE SharePoint environment. 
  • Coordinate with data source stakeholders and product managers to establish and maintain documentation, data definitions, and standards for enterprise-level data usage. 
  • Document data workflows, transformation logic, reporting methodologies, and governance practices using SharePoint and Confluence. 
  • Collaborate with program leadership, technical teams, and DHA stakeholders to support enterprise reporting and data modernization initiatives. 
  • Support program deliverables, reporting requirements, and continuous improvement initiatives as part of the DSS support team. 
Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:  

  • Proficiency in SQL, Power M, Power Query, Power BI, Microsoft Excel, and SharePoint. 
  • Working knowledge of Python, MongoDB, Tableau, machine learning concepts, and Confluence. 
  • Experience developing dashboards and analytical reports using Power BI, Tableau, or similar visualization tools. 
  • Understanding of data engineering concepts, ETL processes, and database structures. 
  • Familiarity with DMLSS/LogiCole FM systems and knowledge of other CAFM/CMMS platforms. 
  • Ability to interpret complex datasets and translate analytical results into actionable business recommendations. 
  • Understanding of data governance, data QA/QC processes, and enterprise reporting standards. 
  • Strong organizational skills and attention to detail. 
  • Excellent written and verbal communication skills with the ability to communicate technical information to non-technical stakeholders. 
  • Ability to work collaboratively within a cross-functional program team in a structured federal contracting environment. 

Education: 

Level I Minimum Requirement: Bachelor's degree in Data Analytics, Data Science, Computer Science, Information Systems, Engineering, Business Analytics, or a related field. Equivalent professional experience may be considered.

Clearance Requirements:  

  • Must be a U.S. Citizen. 
  • Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation  
  • Must be eligible to obtain and maintain a Common Access Card (CAC). 
  • Must comply with all installation access and security requirements. 

Physical Requirements:In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements. 

  • Sit for extended periods while working at a computer. 
  • Perform repetitive hand and finger movements. 
  • Walk short distances within medical facilities. 
  • Occasionally lift up to 25 pounds. 
  • Maintain focus on detailed data entry and system review tasks. 
  • Work in a low-noise office environment within a healthcare facility.
