The following position is to join our RTX Enterprise Services team: 

RTX has an opening for a Real Estate Solutions Capital Coordinator (Manager, Facilities – Individual Contributor) position.

Exciting Opportunity!

  • Oversee a centralized portfolio of capital and infrastructure projects, ensuring alignment with business priorities and strategic objectives.

  • Monitor project performance, schedules, budgets, and risks across a large investment portfolio.

  • Conduct risk assessments and proactively identify issues that may impact project delivery.

  • Review project management reports, milestones, and implementation plans to ensure projects remain on track.

  • Partner with finance, engineering, facilities, and project management teams to support infrastructure planning and execution.

  • Prioritize infrastructure investments based on business needs, financial impact, and organizational goals.

  • Develop and maintain portfolio reporting and dashboards to provide leadership with visibility into project status, financial performance, and key risks.

  • Communicate project updates, portfolio health, and strategic recommendations to senior leadership and key stakeholders.

  • Take ownership of portfolio governance, ensuring projects adhere to established planning and financial management processes.

As the Real Estate Capital Liaison, you will join the team responsible for the end-to-end execution of capital investments across RTX’s facilities and infrastructure portfolio, with an initial focus on the Raytheon Real Estate function. You will ensure that both capital and operating expense plans are developed, justified, and executed as planned, helping keep mission‑critical facilities resilient, optimized, and aligned with enterprise priorities. Your role is instrumental in making sure projects have a reasonable scope, schedule, and budget; that execution strategies are credible and well‑grounded; and that RTX stewards millions in infrastructure investments with accountability.

In this role, you will lead proactive, data‑driven investment planning and own the outcome that every project has a clear, business‑justified plan and the plan is executed.

Core responsibilities include: validating capital appropriation workbooks, reviewing funding sources and compliance early in the intake process, conducting business‑case analyses, evaluating investment requests, and partnering closely with stakeholders to create accurate budgets, schedules, and forecasts. You will track undistributed budget, monitor risks and opportunities, and ensure adherence to the Annual Operating Plan.

In addition, you will support the development of long‑range strategies across the RTX organization that align infrastructure needs, business objectives, and financial stewardship. By integrating engineering insights, operational data, financial models, and business requirements, you will help drive strategic, cost‑effective investments that maximize portfolio value, reduce Total Cost of Ownership, and ensure long‑term mission continuity across RTX’s facilities and infrastructure.

What You Will Do:

Capital Governance & Execution:

  • Oversee capital intake, triage, and gate review processes.

  • Guide and validate the creation of capital appropriation request workbooks, perform initial color of money and financial compliance analyses, and facilitate decision forums with Engineering, Finance, and Operations leadership.  

  • Ensure plans are justified, executable, and aligned to strategy.  

  • Ensure construction is on track.
     

Financial Analysis & Budgeting:

  • Execute complex business‑case analyses (NPV, IRR, LCCA, ROI) to evaluate investment options, sequencing, and prioritization.

  • Partner closely with project managers to develop accurate budgets, estimates, and forecasts grounded in realistic execution plans.

  • Track undistributed budgets, monitor risks and opportunities, and ensure projects deliver against the Annual Operating Plan.

  • Own the outcome that all approved projects have a business‑justified plan—and that the plan is executed.
     

Strategic & Long-Range Planning:

  • Contribute to the multi-year (3-5 year) rolling forecast process and deliver long-range 5-year plans.

  • Manage the enterprise backlog, identify trends in degradation, capacity requirements, and operational risk, and position ES Real Estate Solutions for strategic site investments.

Data Integrity & Reporting:

  • Partner with IT and Engineering to strengthen data flows from CMMS, condition assessments, reliability indicators, and risk registers into a centralized planning model.

  • Develop dashboards, heat maps, and reports that provide leadership with clear visibility into portfolio health, investment execution performance, and funding allocation accuracy.
     

Policy & Standards:

  • Define and enforce global standards for project justification and documentation, ensuring all OPEX and CAPEX requests follow policy thresholds, compliance standards, and standardized evaluation criteria.
     

Cross-Functional Collaboration:

  • Collaborate with Engineering, Reliability, Facilities, Finance, Procurement, Strategy, and regional transformation teams to validate assumptions, resolve discrepancies and ensure project plans are executable and financially sound.

  • Build trusted relationships to drive alignment, improve decision quality, and support real estate and business priorities.

Qualifications You Must Have:

  • Minimum of 8+ years’ experience prioritizing capital investments and a bachelor’s degree in Engineering, Finance, Facilities, Business Administration or Computer Science or related degree or equivalent combination of related work experience and schooling in lieu of degree.

  • 5+ years’ interface in real estate, engineering, operations, business management, financial management, portfolio management, project management, and/or aviation program leadership.

  • 5+ years’ experience in budgeting, capital planning, portfolio management, asset management, facilities engineering, and/or Financial Planning and Analysis (FP&A).

  • 3+ years’ experience in advanced data analytics, predictive modeling, CMMS, investment planning tools, enterprise risk platforms, programming languages (Python), and visualization tools (Power BI, Tableau).

  • 2+ years Advanced modeling skills (NPV, IRR, LCCA, ROI) and a solid understanding of GAAP, direct/indirect costs, and capital investment policy (including color of money and financial compliance).

Qualifications We Prefer:

  • Demonstrated ability to ensure projects have reasonable, executable scopes, schedules, and budgets; experience in evaluating project plans, validating assumptions, identifying risks, ensuring financial compliance, and supporting execution to plan.

  • Demonstrated familiarity with architectural, civil, electrical, and mechanical infrastructure.

  • Proficiency in Excel, business intelligence solutions (e.g., Tableau, BI) and experience interpreting technical inputs (condition assessments, reliability indicators, risk registers, MEP infrastructure).

  • Familiarity with facility and utility infrastructure (MEP), building systems, asset lifecycle degradation, and reliability engineering concepts (FMEA, RCM, MTBF).

  • Experience with enterprise risk management, hazard identification, mitigation tracking, and proactive risk assessment methodologies within large portfolios.

  • Experience with operating model design, change management, budget planning, executive-level presentations, and the development of standardized investment frameworks.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
