Job Title: Systems Analyst 3 (CAPPS Security Analyst)
Location: Austin, TX (Primarily Telework)
Job Type: Contract (Full-Time/12 Months)
Estimated Hours: Up to 2,000 hours


Position Overview

We are seeking a senior-level Systems Analyst with strong expertise in ERP security, Identity and Access Management (IAM), and enterprise application support. This role will serve as a trusted security advisor, supporting large-scale ERP platforms, ensuring compliance, strengthening security frameworks, and driving operational excellence across complex enterprise environments.


Key Responsibilities

Security & IAM Oversight

  • Manage and oversee IAM workflows including provisioning, de-provisioning, and access reviews
  • Enforce role-based access control (RBAC) and least-privilege principles
  • Design and manage segregation of duties (SoD) rules and resolve conflicts
  • Review and validate security roles, permissions, and authorizations across ERP systems
  • Monitor authentication and authorization logs; investigate suspicious activities

ERP & Application Security

  • Support and secure ERP platforms including integrations with third-party systems (SAML, OAuth, OIDC, SCIM, APIs)
  • Validate application changes and workflows for compliance and security impact
  • Investigate and respond to identity-related security incidents

Compliance, Governance & Accessibility

  • Ensure adherence to security, compliance, and regulatory standards
  • Support IT audits, control reviews, and regulatory assessments
  • Ensure digital platforms meet WCAG 2.1 accessibility standards
  • Maintain documentation for architecture, configurations, and change management

Operations & Technical Support

  • Provide technical oversight across SLAs, system monitoring, performance, and environment management
  • Support upgrades, migrations, and system enhancements (ERP tools and related technologies)
  • Perform root cause analysis and drive permanent resolution of issues
  • Maintain reporting and analytics for KPIs, compliance, and system performance

Vendor & Contract Oversight

  • Support contract lifecycle processes, ensuring compliance and data security
  • Collaborate with stakeholders to improve contract workflows and systems
  • Review technical deliverables and ensure alignment with enterprise standards

Strategic & Advisory Role

  • Serve as a subject matter expert for IAM, SoD, and ERP security frameworks
  • Provide input during procurement cycles and technology evaluations
  • Lead or support strategic initiatives, system improvements, and modernization efforts

Required Qualifications
  • 10+ years experience in Texas public sector or government agency environments
  • 10+ years supporting enterprise application systems
  • 10+ years experience with:
    • IT security and controls
    • SDLC methodologies
    • Data integration and quality
    • Technical project management
    • Executive-level communication and presentations
  • Strong experience with:
    • PeopleSoft FSCM/HCM 9.2, PeopleTools, PeopleCode
    • SQL, SQR, Application Engine, Oracle (v11+)
  • Experience supporting large multi-agency ERP environments
  • Experience managing vendors and interpreting contractual requirements

Preferred Qualifications
  • Experience in large-scale, multi-tenant ERP environments
  • Experience with managed services oversight and vendor accountability
  • Experience with enterprise security tools such as PathLock (UAR, SSO, Data Masking, A360)
  • Experience supporting large, complex application ecosystems with multiple integrations
  • Strong background in IT procurement support and technical specification development

Additional Requirements
  • Ability to work independently and make risk-based decisions
  • Strong communication skills to translate technical concepts for business stakeholders
  • Experience preparing and delivering executive-level presentations
  • Commitment to completing a minimum of 10 hours of relevant professional training annually
