Job description

RedSky is seeking an experienced Systems Administrator and Business Analyst to join our team in support of the Department of Defense. Responsibilities:

Provide expert, senior-level Systems Administration and Business Analyst support for the sustainment, implementation, enhancement, and maintenance of Enterprise Contract Writing Management (ECWM) systems, the Standard Procurement System (SPS), and comparable federal eBusiness platforms. The ideal candidate will serve as a subject matter expert in eBusiness systems (including SPS/PD2, EDA, DEAMS, and PIEE), ensuring optimal system configuration, data flow integration, and operational readiness to support daily contracting operations.

  • Manage user accounts, monitor daily error logs, and perform advanced system administration and troubleshooting tasks
  • Ensure contracting infrastructure viability by providing the appropriate network credentials and technical skill level
  • Provide software upgrade support, implement system patches, and assist with Information Assurance (IA) vulnerability remediation and deployments
  • Troubleshoot interfaces and system anomalies, escalating unresolvable issues to higher-tier helpdesks as an authorized site caller
  • Analyze business requirements and translate them into database designs, data specifications, and data visualization/reporting solutions
  • Coordinate with developers and system integrators on requirement implementations, configuration decisions, and change management
  • Assist with data migration, interface validation, and seamless integration with FPDS, SAM.gov, CLS, or other critical acquisition systems
  • Assess gaps, inefficiencies, and potential compliance risks, ensuring modifications align with FAR, DFARS, DPAP memorandums, and agency policies
  • Develop customized analytical reports and scripts encompassing project, execution, and productivity metrics
  • Write custom reports using Cognos and other built-in report writing tools, while managing ad hoc, labor-intensive data calls for the COR
  • Develop test plans and scripts; conduct User Acceptance Testing (UAT), regression testing, and defect triage to validate system outputs for accuracy
  • Create Standard Operating Procedures (SOPs), user guides, and training materials, while delivering training sessions and functional guidance to end-users

Qualifications:

  •         Bachelor's degree
  •      7 to 9 years of related work experience
  •     CompTIA Security + certification
  •        DoD Contracting/Acquisition experience
  •       Proficient in Microsoft Excel, Power BI, SQL (including Sybase SQL script writing), PowerShell, and VB.Net
  •     In-depth knowledge of ECWM, Standard Procurement System products (PD2 v4.2.2 SR17 and above), Cognos, FPDS-NG, SAM, and Windows client/server environments
  •     Strong understanding of procurement workflows, the contract lifecycle, and FAR/DFARS/SOFARS compliance
  •       Ability to travel to locations as needed for support
