Overview

As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Regulatory Science and Technical Analyst to support a contract with NOAA's National Marine Fisheries Service (NMFS), West Coast Region (WCR). These are full-time, primarily remote positions supporting interagency consultation and regulatory science activities.
These positions are anticipated to begin in September-October 2026, pending/contingent on contract award. Employment in this role is contingent upon FLOAT* being awarded the contract by NOAA.
** This position is advertised through our joint venture, FISH and Lynker Ocean Alliance Team (FLOAT), a partnership between Lynker and Fisheries Immersed Sciences Hawaii (FISH) serving the NOAA ProTech Fisheries 2.0 IDIQ contracting vehicle.
Responsibilities
Duties of the Regulatory Science and Technical Analyst will include the following:
Your role will be to provide scientific and technical support to conduct interagency consultations under the Endangered Species Act (ESA), Magnuson-Stevens Act (MSA), Marine Mammal Protection Act (MMPA), Federal Power Act (FPA), and NEPA.
Key tasks include:
  • Review, gather, analyze, and synthesize scientific data to evaluate environmental impacts to listed species and habitats
  • Draft ESA Biological Opinions, Letters of Concurrence, and MSA responses
  • Review Biological Assessments and consultation packages
  • Provide pre-consultation technical assistance to action agencies
  • Prepare NEPA documentation (EAs/EISs)
  • Draft permits and supporting materials for ESA section 10 activities
  • Coordinate with NMFS Science Centers, engineers, and interagency partners
  • Maintain administrative records and consultation tracking systems
  • Participate in meetings with federal, tribal, and state stakeholders
Place of Performance
Work will be performed primarily offsite with access to NOAA systems as required.
Travel
Travel is anticipated (approximately two trips per quarter within the West Coast Region- ID, WA, OR, and CA).
Qualifications
The Regulatory Science and Technical Analyst selected should have the following:
  • Bachelor's degree and 3+ experience OR Master's degree in aquatic biology, conservation biology, fisheries management, wildlife management or related field of study with 1+ years of experience relating to the specific task order
  • Knowledge of salmonid general life cycles and habitat requirements
  • Strong technical writing and communication skills
  • Valid state driver's license

The Ideal Regulatory Science and Technical Analyst will have the following:
  • Experience drafting ESA and NEPA regulatory documents
  • Knowledge of ESA, MSA, NEPA, and related statutes
  • Experience evaluating impacts to salmonids and aquatic habitats
  • Experience working with federal, tribal, and state partners
