Job description

The Opportunity:

Tetra Tech is adding a Planner/Project Manager to support our growing Energy Practice throughout the Pacific Northwest and across the United States. Our team provides environmental planning, permitting, and compliance services for renewable energy, electric transmission, conventional generation, and emerging technologies such as battery energy storage and smart grids. This position is based on the existing Permitting Project Manager role but is refocused to emphasize planning and project management responsibilities.

This position offers the opportunity to work alongside experienced project managers, environmental planners, and permitting specialists while leading environmental planning and permitting efforts from project initiation through regulatory approval. The successful candidate will manage multidisciplinary teams, coordinate with clients and regulatory agencies, and support the continued growth of Tetra Tech's Energy Practice.

Essential Job Functions:

  • Serve as Planner / Project Manager supporting environmental planning, permitting, and compliance projects for energy and infrastructure developments.
  • Manage project scope, schedules, budgets, deliverables, and client communication.
  • Coordinate multidisciplinary teams, including planners, environmental scientists, engineers, GIS specialists, and permitting professionals.
  • Prepare and manage federal, state, and local permit applications.
  • Support environmental review documents, including NEPA and state environmental review processes (e.g., SEPA, EFSC).
  • Conduct land use research, policy analysis, and environmental planning evaluations.
  • Coordinate with federal, state, and local regulatory agencies to facilitate permitting and regulatory compliance.
  • Support stakeholder engagement, public outreach, and agency coordination efforts.
  • Prepare technical reports, planning documents, and environmental compliance deliverables.
  • Support proposal preparation, project scoping, and business development initiatives.
  • Ensure projects are completed safely, on schedule, within budget, and in accordance with Tetra Tech quality standards.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of technical knowledge and awareness.
  • Perform additional duties as assigned.

 

Required Qualifications:

  • Bachelor's or Master's degree in Urban or Regional Planning, Environmental Planning, Environmental Science, Environmental Policy, Geography, or a related discipline.
  • 5-8 years of experience in environmental planning, permitting, project management, or environmental consulting.
  • Experience managing environmental planning or permitting projects.
  • Working knowledge of the National Environmental Policy Act (NEPA) and state environmental review processes such as SEPA and EFSC.
  • Experience coordinating with regulatory agencies, clients, and multidisciplinary technical teams.
  • Strong project management, organizational, and communication skills.
  • Excellent technical writing and report preparation skills.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Project.
  • Ability to work independently while collaborating effectively within a remote team environment.
  • Must possess a valid driver's license with a clean driving record without restrictions.

Preferred Qualifications:

  • Experience managing land use entitlement and environmental permitting projects.
  • Experience preparing county, state, and federal permit applications.
  • Experience supporting renewable energy, electric transmission, or utility infrastructure projects.
  • Experience coordinating public outreach and stakeholder engagement activities.
  • Previous consulting experience within environmental planning or energy development.
  • Experience supporting proposal development and client relationship management.

Work Environment / Travel:

  • Remote or hybrid work arrangements available within Washington, Oregon, or Idaho.
  • Occasional travel to project sites, client meetings, regulatory agency meetings, and public outreach events.
  • Combination of office, remote, and occasional field work.

Compensation:

Pay commensurate with experience.

Pay Range: $75,000-$100,000 yearly
