Job description

Work arrangement: U.S.-based remote/virtual, with potential international travel
Job-board location anchor: Washington, DC 20001
Engagement: Contingent, part-time/on-call expert
Anticipated compensation: $150-$300 per hour, depending on qualifications, assignment and mutually acceptable terms; $300 per hour is the maximum anticipated rate.
Opportunity
Axyde Analytics is assembling a multidisciplinary expert fabric for its competitive proposal and potential performance under USTDA solicitation 1131PL26R0058, Europe and Eurasia Digital Infrastructure Project Scoping Services. The anticipated 36-month effort may include up to six Preliminary Assessments, up to eight Project Reports and one cumulative Final Report.
Role Purpose
Lead telecommunications-policy, licensing, spectrum, infrastructure-sharing and competition analysis for broadband, fiber, 5G, neutral-host, IoT and cross-border digital-infrastructure assignments.
Representative Assignment Problems
•Assess telecommunications law, licensing, spectrum allocation, rights-of-way, infrastructure sharing, interconnection and competition requirements.
•Evaluate regulatory barriers to fiber, mobile, private-network, neutral-host, cloud and IoT deployment.
•Translate findings into implementable policy actions, procurement conditions, TOR tasks, schedules and risk controls.
Responsibilities
•Produce concise, evidence-traceable inputs for Preliminary Assessments, Project Reports, TORs, independent budgets, schedules and the cumulative Final Report.
•Participate in rapid mobilization, remote analysis, quality reviews and international travel when assigned.
•Coordinate across technical, country, finance, export, resilience and editorial disciplines; surface contradictions and uncertainties early.
•Protect Government, sponsor, customer and candidate information; immediately disclose actual, potential or apparent conflicts.
Minimum Evidence-Based Qualifications
•10+ years of telecommunications regulation, spectrum policy, digital-infrastructure law/policy or regulatory-advisory experience.
•Direct work with ministries, regulators, operators, investors or development institutions on identifiable assignments.
•Named products addressing licensing, spectrum, competition, interconnection, infrastructure sharing or cross-border connectivity.
•Europe/Eurasia country experience and relevant regional languages strongly preferred.
•U.S. citizen or lawful permanent resident; Axyde will request written confirmation but not identity documents during recruiting.
•Ability to support proposal or delivery activity on approximately 20 days' notice, subject to assignment timing.
•Strong written English and ability to produce concise Government decision products.
•Willingness and ability to travel internationally, including up to three trips of up to ten business days when assigned.
