FEMA Public Assistance Specialist / Site Inspector

Employment Type Full-Time, Exempt | W-2 Project-Funded Employee

Location Remote or PSCG New Braunfels, TX office, with travel to applicant sites, Joint Field Offices, or recovery centers as required by task order scope.

Compensation $95,000 base plus benefits.

Important — Project-Funded Position: This position is tied to PSCG's subcontract under a specific Master Services Agreement task order. PSCG prioritizes retention and redeployment of proven team members to subsequent task orders as volume allows.

Essential Healthcare Solutions LLC is supporting Pinnacle Solutions & Consulting Group (PSCG), an SBA-Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in New Braunfels, Texas, in its search for motivated, solution-driven team players eager to embrace the responsibilities of working in a dynamic and professionally rewarding environment.

PSCG supports prime contractors on federal disaster recovery task orders, with particular depth in FEMA Public Assistance program work. We help applicants and subrecipients turn damage into documented, reimbursable recovery projects.

THE ROLE

PSCG is hiring a FEMA Public Assistance Specialist to support an active MSA task order. This role develops Project Worksheets, supports applicants and subrecipients on PA program execution, and conducts site inspections and documentation work.

WHAT YOU'LL DO

  • Develop FEMA Public Assistance Project Worksheets across Categories A through G.
  • Conduct site inspections of damaged facilities and infrastructure.
  • Scope Section 406 Hazard Mitigation measures for eligible projects.
  • Support applicants and subrecipients in documenting scope, cost, and eligibility.
  • Prepare documentation packages for FEMA and state grant management review.
  • Monitor subrecipient compliance with 2 C.F.R. Part 200 Uniform Guidance.
  • Coordinate with prime contractor PA team and state coordinating officer staff.
  • Maintain DCAA-compliant daily timekeeping against assigned task order charge codes.

WHAT YOU NEED

  • Bachelor's degree in relevant discipline (engineering, construction management, public administration, finance).
  • Minimum five (5) years of experience with FEMA Public Assistance, HMGP, or federally-funded disaster recovery.
  • Demonstrated experience developing Project Worksheets across multiple Categories.
  • Working knowledge of FEMA PAPPG and 2 C.F.R. Part 200.
  • Proficiency with FEMA Grants Portal and Public Assistance Grants Management System.
  • Strong technical writing and documentation skills.
  • U.S. Citizenship; ability to obtain Public Trust clearance.
  • Immediate availability; ability to start within fourteen (14) days of offer acceptance.

WHAT WE'D ALSO LIKE TO SEE

  • Construction cost estimating experience (RSMeans or equivalent).
