This is a National Guard Title 32 Excepted position for a PUBLIC AFFAIRS SPECIALIST, Position Description Number D2383000, and is part of the South Carolina Air National Guard.

This position is located in the Public Affairs Function of a state Air National Guard Wing. Under direct supervision of the wing commander. This is an Air National Guard dual status technician position that requires military membership, compatible military skill assignment and classification. The primary purpose of this position is to carry-out a wide range of public affairs assignments that include social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. The position modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients.

  • This is an T32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard in the military grade listed in this announcement, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO AREAS OF CONSIDERATION (AOC) 1 & 2 ONLY WITH PRIORITY GIVEN TO AREA 1.
AOC DEFINITIONS:
Area 1: Current permanent employees of the South Carolina Air National Guard. (Note-Temporary and Indefinite employees do not meet permanent tenure requirements and will not qualify for this AOC)
Area 2: Current members of the South Carolina Air National Guard.
Area 3: Any individual eligible for membership in the South Carolina Air National Guard.
Military Grades: A1C/E-3, SrA/E-4, SSgt/E-5, TSgt/E-6
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
MINIMUM EXPERIENCE REQUIREMENTS: Experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 36 months experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services.
