Project Overview:

Louisiana Department of Transportation & Development (LADOTD) is undertaking a modernization initiative to enhance its districtlevel financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with LADOTD's existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting.

The solution must maintain continuity with LADOTD's established practices while providing a secure, reliable, and scalable foundation for longterm operational excellence. The OTS Application Development Office (AppDM) will provide oversight.

Objectives:

The primary objectives of this project are to:

  • Modernize and streamline district financial data intake processes.
  • Improve data accuracy through automated validations and builtin calculations.
  • Strengthen auditability, security, and user access controls.
  • Enhance reporting capabilities for both district users and administrators.
  • Provide a stable, secure, and maintainable hosting environment for longterm operations.

I.  DESCRIPTION OF SERVICES

The scope of the proposed services will include the following:

  • Develop the overall application architecture, including the design and implementation of new systems and the evolution of existing systems.
  • Provide technical leadership to development teams, including guidance on design and development best practices.
  • Ensure alignment of application systems with LADOTD overall technology strategy and business goals.
  • Collaborate with LADOTD stakeholders, project managers, and other IT teams to define and prioritize application requirements.
  • Research and evaluate new technologies and industry trends to identify opportunities for innovation and improvement.
  • Mentor and train development teams on new technologies and best practices.

The platform must include:

  • Integration with Microsoft Entra ID and SAML 2.0 to enable Single SignOn

             (SSO).

  • Rolebased access control (RBAC) with districtlevel permissions.
  • Administrative tools for:

1. Creating and managing user accounts.

2. Assigning and modifying roles.

3. Managing districtspecific access rights.

Audit Logging

Comprehensive audit logging must be implemented to capture:

  • User identity (including SSO identity).
  • Timestamp of all relevant actions.
  • Details of data changes (before/after values where applicable).
  • Role changes and administrative actions.
  • Fiscal year status changes.

Audit logs must be accessible to authorized administrators

Hosting

The solution must be hosted in a secure, controlled server vendor environment or OTS

environment that provides:

  • Rolebased administrative access.
  • Encrypted data storage and transmission.
  • Regular backups and disaster recovery capabilities.
  • Setup and deployment
