Senior Project Controls Specialist Location: Downtown Houston, TX 77002 Work Arrangement: Hybrid after successful completion of training Employment Type: Contract-to-Hire Schedule: Monday–Friday, 7:00 AM–5:00 PM window; 8-hour workday plus 30-minute or 1-hour lunch Parking/Transit: $150 monthly parking allowance OR bus pass Position Overview Our client is seeking an experienced Senior Project Controls Specialist to support engineering and construction projects within the natural gas midstream industry. This role will be responsible for project cost control, schedule and progress reporting, invoice and commitment management, change control, earned value reporting, and coordination with project teams, contractors, suppliers, and field/shop inspectors. The ideal candidate is an independent, self-starter with at least 10 years of project controls experience within the natural gas midstream industry, strong analytical skills, and the ability to effectively communicate with stakeholders at all levels. This is a contract-to-hire opportunity based in Downtown Houston. Following successful completion of training, the position may offer a hybrid schedule with remote work on Wednesdays and Fridays. Key Responsibilities
  • Develop and maintain project cost control and schedule functions for engineering and construction projects and programs.
  • Monitor project costs and provide weekly cost reporting and analysis to project management teams.
  • Develop, maintain, and manage project progress reporting, including financial and earned value reporting, in accordance with contractual and business requirements.
  • Coordinate project progress reporting with shop and field inspectors.
  • Participate in weekly project team, supplier, and contractor progress meetings and facilitate additional meetings as needed.
  • Implement, monitor, and administer change control related to project scope, budget, contracts, and schedules.
  • Review, distribute, track, and process invoices and progress payments.
  • Verify invoices against completed purchases and ensure appropriate goods receipts are initiated and documented.
  • Complete receipt entries for equipment, materials, and services.
  • Coordinate with third-party shop inspectors and contract inspectors to verify receipt of shipments and materials.
  • Collect, review, and maintain third-party shop inspection reports.
  • Monitor compliance with receipt-of-goods requirements and follow up on nonconformance items through resolution.
  • Audit and close out open commitments throughout the project lifecycle, ensuring timely project closeout.
  • Identify opportunities for process improvement, cost savings, and maximizing value to the business.
  • Collaborate with engineering, construction, procurement, project management, contractors, suppliers, and other cross-functional stakeholders.
  • Perform other duties and responsibilities as assigned.
Minimum Qualifications
  • 10+ years of project controls experience within the natural gas midstream industry.
  • Experience supporting engineering, construction, or capital projects.
  • Strong understanding of project cost control, scheduling, progress reporting, and financial tracking.
  • Strong analytical and problem-solving skills with the ability to identify issues and develop effective solutions.
  • Proficiency with Microsoft applications, including:
    • Excel
    • Outlook
    • Word
    • Teams
    • SharePoint
    • Power Platform applications
  • Excellent written and verbal communication skills.
  • Ability to effectively interface with employees and stakeholders at all levels, both internally and externally.
  • Strong collaboration skills and ability to work effectively with cross-functional teams.
  • Self-motivated and able to work independently with minimal supervision.
  • Detail-oriented, dependable, and deadline-driven.
  • Verifiable professional references required.
  • Regular and reliable attendance is essential.
  • Willingness to travel overnight approximately 5% of the time, with occasional additional travel as business needs require.
Preferred Qualifications
  • Bachelor's degree preferred; Associate degree or equivalent experience will be considered.
  • Prior experience supporting oil & gas, natural gas midstream, engineering, construction, or operations organizations.
  • Experience with earned value management, project forecasting, change management, and project financial reporting.
  • Experience working with contractors, suppliers, inspectors, and engineering/construction teams.
  • Strong knowledge of project controls processes throughout the full project lifecycle.
Work Environment
  • Downtown Houston office location.
  • Business casual work environment; jeans permitted.
  • Standard 8-hour workday scheduled between 7:00 AM and 5:00 PM, plus lunch.
  • Hybrid flexibility may be available after successful completion of training, including remote work on Wednesdays and Fridays.
  • Some local and out-of-state overnight travel required.
