About the Role: 

The Enterprise Data Catalog Specialist will focus on enterprise data catalog platform evaluation, implementation, and optimization for Federal healthcare organizations. This role leads the technical assessment of Commercial Off-The-Shelf (COTS) catalog solutions, oversees self-service portal development, and manages federated catalog integration with external systems. The specialist ensures catalog platforms meet enterprise requirements and deliver effective end-user experiences. 

Roles & Responsibilities: 

  • Lead Analysis of Alternatives (AoA) activities for enterprise data catalog platform selection, evaluating at least four COTS solutions against functionality, scalability, and cost-effectiveness criteria  
  • Conduct comprehensive platform assessments including vendor demonstrations, capability mapping, Total Cost of Ownership (TCO) analysis, and technical architecture evaluation  
  • Design and implement interim centralized repositories using approved Federal platforms with automated governance workflows and validation rules 
  • Oversee self-service portal development including semantic search capabilities, Natural Language Processing (NLP)-enabled discovery, and role-based access controls (RBAC) 
  • Execute User Acceptance Testing (UAT) coordination with Federal stakeholders including structured testing scenarios and usability evaluation 
  • Manage federated catalog integration including metadata exchange with external catalogs, schema mapping, and synchronization processes 
  • Develop and maintain Application Programming Interface (API) integrations for catalog interoperability and data discovery capabilities 
  • Create role-based user documentation including training materials, best practices guides, and operational procedures for catalog users 
  • Monitor catalog usage analytics, performance metrics, and adoption trends to optimize user experience 
  • Support transition planning and sustainment activities for long-term catalog operations 

Required Professional Skills: 

  • 5+ years of experience as a database administrator 
  • 3+ years of experience working with enterprise data / multiple databases 
  • Experience with multiple database types, including relational, non-relational, and object-oriented, both on-premises and in the cloud 
  • Ability to translate technical knowledge into strategic recommendations 
  • Experience with COTS platform evaluations and vendor assessment processes 
  • Knowledge of enterprise data catalog platforms and self-service data discovery tools 
  • Proficiency in API development and integration for federated systems 
  • Understanding of semantic search and NLP technologies for data discovery 

Preferred Professional Skills: 

  • 7+ years of experience as a database administrator 
  • 5+ years of experience working with enterprise data / multiple databases 
  • Ability to engage with various stakeholders verbally and in writing 
  • Experience crafting data policies and procedures at the enterprise level 
  • Experience with federated catalog architectures and metadata exchange protocols 
  • Knowledge of data catalog COTS solutions and platform selection methodologies 
  • Understanding of user experience design and usability testing for enterprise applications 
  • Experience with cloud-based catalog platforms and API integration patterns

Education/Experience Requirements: 

  • BA in information technology, computer science, data science, or health information management (MA preferred) 
  • Active DoD High Risk Public Trust designation (Active DoD security clearance preferred) 
  • Technical certification(s) in compliance with DoD Directive 8140 (CompTIA Sec+, CISSP, CISM, CEH, etc.) are preferred 
  • Current database certifications are preferred (AWS, Azure, CDMP, Oracle SQL, IBM DB2, etc.).
