Job Summary
The Texas Health and Human Services Commission (HHSC) is seeking experienced candidates for a Data Analyst IV - Advanced Analytics & Reporting position within Access & Eligibility Services (AES), Data Management & Reporting team. The position supports HHSC's mission to connect Texans to essential services by delivering advanced analytics, ensuring data quality, and providing operational decision support to internal teams.
Data Analyst IV functions as a senior individual contributor and hybrid analyst/mentor. The role performs complex analytical work under minimal supervision, applies independent judgment, mentors and reviews the work of other analysts, and delivers clear, actionable insights to non-technical stakeholders. These positions do not have formal supervisory authority.
Essential Job Functions (EJFs)
Advanced Analytics & Insight Generation (30%)
  • Performs advanced SQL analysis to identify trends, patterns, and performance drivers.
  • Develops predictive and trend analyses to support operational planning and proactive decision-making.
  • Translates complex analyses into clear findings and actionable recommendations for internal stakeholders.
  • Creates reusable analytical methods and standardized approaches to improve efficiency and consistency.

Data Quality & Validation (25%)
  • Designs and executes data validation, reconciliation, and quality audits across SQL Server, Oracle, and Snowflake.
  • Establishes and documents data quality rules, business definitions, and acceptance criteria.
  • Partners with business and technical teams to resolve data quality issues and prevent recurrence.
  • Monitors key data quality indicators and supports continuous improvement efforts.

Operational Decision Support & Reporting (20%)
  • Develops and maintains Power BI semantic models, dashboards, and reports tailored to business needs.
  • Provides clear data narratives, briefings, and written summaries in plain language.
  • Implements Power Automate workflows to streamline recurring reporting and operational processes.
  • Supports self-service analytics while ensuring usability, accuracy, and performance.

Data Pipelines & Performance (15%)
  • Designs, optimizes, and troubleshoots ETL/ELT pipelines across multiple data platforms.
  • Collaborates with peers on data modeling and performance tuning.
  • Contributes to future-state analytics solutions, including readiness for Databricks adoption.

Mentorship & Peer Review (10%)
  • Mentors and reviews the work of lower-level data analysts.
  • Shares best practices for SQL, data modeling, validation, visualization, and documentation.
  • Assists with onboarding and skill development for analysts within the team.

Knowledge, Skills, and Abilities (KSAs)
  • Skill in advanced proficiency in SQL, including complex queries, window functions, and performance tuning.
  • Skills in Power BI, including data modeling, DAX, and dashboard development.
  • Skill in designing and supporting ETL/ELT data pipelines.
  • Skill in using Power Automate to support operational workflows.
  • Strong understanding of data quality, validation, reconciliation, and documentation practices.
  • Ability to perform predictive and trend analysis aligned with business needs.
  • Ability to communicate complex technical information clearly to non-technical audiences.
  • Demonstrated accuracy, attention to detail, data integrity, curiosity, and problem-solving skills.
  • Ability to work collaboratively with business analysts, developers, and program staff.
  • Ability to exercise independent judgment and work effectively with minimal supervision.
  • Ability to perform predictive or trend analysis in an operational or program environment.
  • Knowledge of health and human services or government/public sector settings.
  • Knowledge in working with Snowflake and cross-platform SQL environments (SQL Server and Oracle).
  • Skilled with R, Python, SPSS, and advanced Excel.

Registrations, Licensure Requirements, or Certifications
  • Microsoft Power BI Data Analyst Associate (PL-300) - Preferred
  • Microsoft Fabric Analytics Engineer Associate (DP-600) - Preferred
  • Microsoft Power Platform Functional Consultant (PL-200) - Preferred
  • Certified Analytics Professional (CAP) - Preferred
  • IIBA Certification in Business Data Analytics (CBDA) - Preferred
  • DAMA Certified Data Management Professional (CDMP) - Preferred

Initial Screening Criteria
  • Two (2) years of professional experience as a data analyst performing advanced SQL analysis, data transformation, advanced reporting (Power BI or Tableau), and data quality validation.
  • Minimum of four (4) years of relevant professional experience.

  • This position is 100% remote within the State of Texas.
  • Candidates must reside in the State of Texas by their official start date.
