Summary
***ACCESS TO MEDICAL AND DENTAL CARE IN GUAM IS EXTREMELY LIMITED. Please see Additional Information section below.***
You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the Planning, Design and Construction Directorate of NAVAL FACILITIES ENG COMMAND MARIANAS.
This position is also subject to a Cost of Living Allowance (COLA) currently set at 11.88%. COLA is subject to change without notice.

Duties
Help
  • You will serve as a Supervisory construction Engineering Technician and provides engineering support services in the field of construction contracts primarily between the Navy/Marine Corps/Air Force and private contractors.
  • You will coordinate work in detail with key personnel within the prime and subcontractor's staff, Public Works personnel and facilities representatives from the Supported Commands.
  • You will routinely communicate (orally and in writing) with the local civilian and military field office leadership including the Resident Officer in Charge of Construction (ROICC) or Facilities Engineering and Acquisition Division Director (FEAD).
  • You will actively supervise a technical staff comprised of civilians.
  • You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work, existing workload within the FEAD/ROICC/OICC, and the capabilities of the employees.
  • You will Identify training needs of subordinates, initiate on-the-job training, recommends formal training necessary, provides mentoring, and develop an Individual Development Plan for each subordinate employee.
  • You will work closely with his Engineering Technician staff and the assigned NAVFAC Construction Managers (CMs) to review and enforce the management of the contractor's quality control program and adherence to contract requirements

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Must be willing to accept a Temporary Appointment not to Exceed (NTE) 1 Year.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of Specialized Experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Directing NAVFAC Construction Quality Management programs; implementing contract safety requirements; observing construction progress and assisting in the resolution of problems, issues, or conflicts by providing technical knowledge of engineering practices and construction methods; and providing Contracting Officer support relevant to the administration of construction contracts and task orders.
