Job Description
AECOM is seeking a Civil OSP Project Manager - QA/QC Lead to oversee the delivery, quality assurance, and production performance of telecommunications infrastructure design programs. This role will serve as the primary coordination point between engineering teams, production resources, clients, and external stakeholders to ensure Civil OSP deliverables meet contractual requirements, client standards, schedule commitments, and quality expectations.
The successful candidate will possess a strong understanding of underground telecommunications infrastructure, design management, quality assurance processes, and project delivery controls. This position requires experience leading multidisciplinary teams through all phases of design development, review, and construction support while maintaining accountability for schedule, budget, and quality performance.
Key Responsibilities
Project Management & Delivery Oversight
  • Manage multiple Civil OSP design projects simultaneously from initiation through final delivery.
  • Develop and maintain project schedules, production plans, resource forecasts, and delivery milestones.
  • Coordinate engineering, CAD, permitting, utility, and construction support activities.
  • Monitor project performance against scope, schedule, budget, and quality objectives.
  • Identify project risks, develop mitigation strategies, and escalate critical issues when necessary.
  • Serve as the primary interface between design teams, program leadership, clients, and external stakeholders.

Quality Assurance & Quality Control Leadership
  • Establish and administer QA/QC procedures for Civil OSP design deliverables.
  • Manage quality review workflows across engineering and production teams.
  • Conduct technical reviews of design packages, including conduit systems, duct banks, handholes, manholes, utility crossings, and roadway crossings.
  • Verify compliance with client design standards, basis-of-design requirements, permitting requirements, and industry practices.
  • Track quality metrics, recurring deficiencies, and corrective action plans.
  • Lead root-cause analyses of design errors and implement process improvements to reduce rework.

Production Management
  • Oversee design production activities across multiple projects and geographies.
  • Coordinate internal and external design resources to maintain delivery commitments.
  • Manage workload balancing and production forecasting.
  • Review project status, staffing requirements, and production constraints.
  • Develop reporting and dashboards to communicate project performance to leadership and clients.
  • Ensure deliverables progress through established production gates prior to client submission.

Client & Stakeholder Management
  • Lead status meetings with clients, utilities, municipalities, and project stakeholders.
  • Attend multidisciplinary coordination meetings, serving as the client-facing Subject Matter Expert (SME) for Civil OSP design and execution.
  • Present project progress, risks, quality metrics, and mitigation strategies.
  • Coordinate review comments and resolution processes with clients and design teams.
  • Support proposal development, scope definition, project planning, and change management activities.

Process Improvement & Program Governance
  • Develop and maintain standard operating procedures, QA/QC checklists, and production workflows.
  • Implement lessons learned programs and continuous improvement initiatives.
  • Drive standardization of design review processes across programs.
  • Support development of KPIs related to quality, schedule adherence, production efficiency, and client satisfaction.
  • Leverage digital tools and reporting systems to improve visibility into project performance.

Qualifications
Minimum Requirements
  • Bachelor's degree in Engineering, Engineering Technology, Construction Management, Telecommunications, or related discipline + 2 years of relevant experience or demonstrated equivalency of experience and/or education.

Preferred Qualifications
  • Experience managing infrastructure, telecommunications, utility, or engineering projects.
  • Proficiency with Autodesk Civil 3D (to facilitate design review and QA/QC verification).
  • Experience overseeing Civil OSP design programs and underground utility infrastructure projects.
  • Experience managing project schedules, budgets, resource planning, and delivery performance.
  • Knowledge of QA/QC processes and engineering review procedures.
  • Experience supporting fiber optic, broadband, hyperscale, municipal, or utility infrastructure programs.
  • Strong understanding of underground conduit systems, duct banks, utility coordination, and right-of-way requirements.
  • Experience managing geographically distributed design teams.
  • Knowledge of permitting processes, DOT requirements, NEC, NESC, and local jurisdictional standards.
  • Experience supporting construction-phase services and field issue resolution.
  • PMP certification preferred.
  • PE license preferred.
  • Technical Skills: Autodesk Civil 3D, AutoCAD, ArcGIS, Bluebeam Revu, Smartsheet, Microsoft Project, Power BI, Microsoft Excel, SharePoint, Production tracking and workflow management systems.
