Role Overview
The .NET & BI Report Developer supports enterprise application development, systems integration, and business intelligence reporting for a state-level technology service center. This role focuses on developing new SSRS reports, constructing .NET Core MVC web applications, managing database data modeling, and executing ETL operations using SSIS across both SQL Server and Oracle databases. Operating within an Agile DevOps environment, the developer works independently to gather user requirements, automate build/deployment pipelines, and publish BI dashboards, serving as a technical mentor for best practices and standards. This is a full-time, 37.5 hours per week contract opportunity.
Key Responsibilities

BI Reporting & Database Development
• Design, develop, and maintain complex SSRS reports and custom database objects against enterprise SQL Server and Oracle databases.
• Perform database performance tuning to ensure high availability, optimal runtime, and quality of all business intelligence reporting.
• Publish, configure, and manage reporting dashboards within Power BI service workspaces and orchestrate deployments across environments.
• Apply data modeling principles to analyze, design, and optimize relational and multidimensional reporting database schemas.
Full-Stack Application Development
• Design, build, and maintain secure .NET Core MVC web applications utilizing C#, dependency injection, JavaScript, and jQuery.
• Create, configure, and maintain automated CI/CD pipelines to streamline application builds, test execution, and platform deployments.
• Utilize Git for version control and manage code repositories in alignment with DevOps principles.
ETL & Data Engineering
• Design and execute enterprise ETL (Extract, Transform, Load) operations using SQL Server Integration Services (SSIS).
• Perform data extraction, validation, and advanced query optimizations utilizing T-SQL (via SSMS) and PL/SQL (via SQL Developer).
• Handle, process, and integrate large, diverse enterprise datasets from multiple source systems.
Agile Collaboration & Governance
• Collaborate directly with business users to gather, refine, and document business requirements into technical software solutions.
• Utilize Azure DevOps to manage work items, track sprints, and provide supervisors with detailed status reports and time estimates.
• Research emerging software features, orchestrate platform upgrades, and maintain detailed technical documentation for future reference.
• Adhere to IT development standards set by the state service center and the state administration office while mentoring team members on best practices.
Required Qualifications
• 3 or more years of professional software development and business intelligence reporting experience.
• Extensive experience working with Microsoft development tools, with in-depth knowledge of SSRS report development and SSIS for ETL operations.
• In-depth development experience utilizing .NET Core, MVC architectures, C#, dependency injection, JavaScript, and jQuery.
• Extensive experience processing, handling, and developing reports against large, diverse enterprise datasets.
• In-depth experience working with Oracle databases and authoring PL/SQL procedures using SQL Developer.
• In-depth experience working with SQL Server databases and writing complex T-SQL queries using SQL Server Management Studio (SSMS).
• In-depth experience performing data modeling and analyzing relational or multidimensional database designs.
• Must reside within a two-hour commute radius of the Harrisburg, PA region.
Preferred Qualifications
• 4-year college degree in Computer Science, Information Technology, or a highly related technical discipline (or equivalent technical study).
• Hands-on experience developing and maintaining automated CI/CD pipelines for application build and deployment.
• Practical experience working within Agile/Scrum software development teams.
• Experience publishing and managing report workspaces in Power BI service.
