Location: Remote (Local to Harrisburg, PA Preferred)
Duration: Long-Term Contract (40 hrs/week)
Rate: $60/hr on C2C

Job Overview

The Department of Environmental Protection (DEP), through the Conservation and Environment Delivery Center (CEDC), is seeking an experienced Oracle Developer to support a critical enterprise modernization initiative. The selected candidate will assist in migrating legacy Oracle Forms applications to modern Oracle APEX applications running on Oracle Database 19c.

This role requires strong expertise in Oracle PL/SQL, Oracle APEX development, database design, and application modernization. The candidate will contribute to developing secure, scalable, and high-performance applications supporting environmental and regulatory systems.


Key Responsibilities
  • Analyze existing Oracle Forms applications, including architecture, data structures, and integrations.

  • Support migration and modernization of legacy Oracle Forms applications to Oracle APEX.

  • Design, develop, and maintain Oracle APEX applications and user interfaces.

  • Develop and maintain PL/SQL stored procedures, functions, packages, and complex queries.

  • Perform data analysis, data extraction, and scripting to support reporting and enhancements.

  • Implement application security, user roles, and authorization controls.

  • Perform performance tuning, debugging, and optimization of database objects.

  • Participate in all phases of the Software Development Life Cycle (SDLC), including:

    • Requirements gathering

    • Development

    • Testing

    • Deployment

    • Production support

  • Integrate Oracle applications with web services and external systems.

  • Create technical, functional, and system documentation.

  • Assist with deployment, release management, and production support.

  • Provide mentoring and knowledge transfer to internal teams.

  • Deliver regular status updates and reports to management.


Required Qualifications
  • Bachelor’s degree in Computer Science, Information Technology, or related field.

  • 5+ years of experience developing with Oracle PL/SQL, including:

    • Stored procedures

    • Functions

    • Packages

    • Advanced SQL queries

  • 5+ years of experience developing applications using Oracle APEX.

  • Strong experience with Oracle Database (Oracle 19c preferred).

  • Experience using SQL Developer and/or TOAD.

  • Strong understanding of data modeling concepts.

  • Experience integrating web services (REST/SOAP).

  • Experience with performance tuning, debugging, and query optimization.

  • Experience working in Agile/Scrum environments.

  • Strong analytical, troubleshooting, and problem-solving skills.

  • Excellent written and verbal communication skills.


Preferred Qualifications
  • Experience modernizing legacy Oracle Forms applications to Oracle APEX.

  • Experience with Oracle Forms.

  • Knowledge of:

    • XML

    • HTML

    • Java

    • PL/SQL APIs

    • SOA architecture

  • Experience supporting government or regulatory systems.

  • Strong understanding of Oracle 19c features.
