Primary Focus: US Payroll & Core HR
 
Position Overview: We are seeking an experienced Oracle Fusion Cloud HCM Payroll & Core HR Functional Consultant to lead functional activities for an end-to-end Oracle HCM Cloud implementation.
This is a core functional role with strong emphasis on Oracle HCM Payroll. The qualified consultant must have hands-on experience implementing Oracle Cloud Payroll from discovery and requirements gathering through configuration, CRP, SIT, UAT, production cutover, go-live, and post-production payroll support.
The consultant will work closely with business stakeholders, Payroll/HR teams, technical developers, integration teams, and project leadership.

Key Responsibilities

  • Lead end-to-end Oracle Fusion Cloud HCM Payroll and Core HR implementation activities.
  • Conduct discovery and requirements-gathering sessions with Payroll, HR, Finance, and business stakeholders.
  • Analyze existing payroll processes and document business requirements.
  • Perform Fit-Gap analysis between business requirements and standard Oracle Cloud HCM functionality.
  • Recommend Oracle standard functionality and identify areas requiring configuration, integrations, reports, or extensions.
  • Configure and validate Oracle Cloud Payroll setups, including:

    • Payroll definitions and payroll calendars

    • Elements and element eligibility

    • Earnings and deductions

    • Pre-tax and post-tax deductions

    • Payroll calculation rules

    • Costing and accounting

    • Payment methods

    • Payroll processing configuration

    • Payroll balances

    • Payroll flows and processes

  • Support Core HR configurations and ensure employee, assignment, payroll, and organizational data are properly aligned.
  • Lead and support CRP, SIT, UAT, parallel payroll testing, and regression testing.
  • Work directly with business users to validate payroll calculations and resolve functional issues identified during testing.
  • Develop test scenarios and assist business teams with test execution and defect resolution.
  • Participate in production cutover planning, including conversion validation, payroll readiness, reconciliation, and go-live activities.
  • Provide functional requirements and design inputs for RICEW objects, including reports, interfaces, conversions, integrations, and extensions.
  • Mentor Oracle HCM technical developers and provide functional guidance for HDL, HCM Extracts, BI Publisher, OTBI, OIC integrations, and other technical components.
  • Review technical designs to ensure they meet Payroll and Core HR business requirements.
  • Coordinate with upstream and downstream systems for employee, payroll, benefits, time, banking, GL, and other integrations.
  • Participate in post-go-live stabilization and production support.
  • Assist Payroll Administrators with bi-weekly payroll processing, including pre-payroll validations, payroll calculation, issue resolution, and payroll completion.
  • Troubleshoot payroll calculation errors, employee-level issues, element entries, balances, costing, and payment-related issues.
  • Perform and support post-payroll reconciliation to validate payroll results, payments, costing, and accounting.
  • Work with Finance/Accounting teams to reconcile payroll costing and payroll accounting results.
  • Identify root causes of production payroll issues and recommend permanent solutions.

Required Qualifications

  • Strong hands-on experience with Oracle Fusion Cloud HCM Payroll.
  • Strong functional knowledge of Oracle Cloud Core HR.
  • Must have participated in multiple end-to-end Oracle HCM Cloud implementations.
  • Experience taking a Payroll implementation through the complete lifecycle:
  • Discovery → Requirements → Fit-Gap → Configuration → CRP → SIT → UAT → Parallel Payroll → Cutover → Go-Live → Production Support
  • Hands-on experience configuring Oracle Cloud Payroll.
  • Strong understanding of payroll processing, earnings, deductions, elements, balances, costing, payments, and reconciliation.
  • Experience supporting bi-weekly payroll processing in a production environment.
  • Experience with payroll reconciliation and troubleshooting payroll calculation issues.
  • Ability to conduct functional workshops and communicate directly with Payroll and HR business users.
  • Experience preparing functional specifications and providing requirements to Oracle HCM technical developers.
  • Good understanding of Oracle HCM technical components such as HDL, HCM Extracts, BI Publisher, OTBI, Fast Formulas, OIC, and REST/SOAP integrations.
  • Strong understanding of testing methodologies including CRP, SIT, UAT, parallel payroll testing, regression testing, and production cutover.
  • Excellent analytical, documentation, communication, and stakeholder-management skills.
