Job Description
HII-Mission Technologies All Domain Operations (ADO) Business Group is seeking a full time Business Developer. This can be a remote opportunity.
The ideal candidate should understand services type contract arrangements and acquisition life cycles, and understand the organizational structure and mission of the 11 Unified Combatant Commands in the Department of War, the Department of State, the Department of Homeland Security, the Federal Emergency Management Agency, and other FEDCIV agencies.
The position requires confident, knowledgeable, and hands-on experience that works collaboratively with all stakeholders while staying focused on delivering a winning solution. You will perform market and economic analysis, conduct business intelligence, design, and execute formal capture plans, support marketing efforts, contribute to proposals, and monitor market and competitor activity.
Essential Job Responsibilities
  • Identifies and implements business development projects relating to professional services
  • Identifies markets and determines the feasibility of product and service development.
  • Performs economic analyses on new or improved product opportunities and/or business models and coordinates with internal departments in identifying/implementing business development projects.
  • Works with sales, marketing, and potential customers to determine their needs.
  • Develops and disseminates information continuously to all pertinent parties concerning the fulfillment of project goals and objectives.
  • Develop and execute an account strategy and pipeline to win new business within DoW ADO market areas.
  • Identify, qualify, and win new business opportunities, with high Pwin potential, on prime contracts worth over $50M.
  • Build/maintain a robust qualified pipeline of opportunities that align with HII-Mission Technologies' strategic growth vision.
  • Develop and implement customer call plans for identified opportunities.
  • Assess the competitive landscape and lead the development and implementation of differentiated win strategies.
  • Lead and/or support in the negotiation of teaming agreements.
  • Engage customers in identifying and shaping potential opportunities using knowledge of the customer's mission and challenges, company capabilities, client relationships and contract vehicles, to include GWACs, large MACs, and other alternative contract vehicles available across HII-Mission Technologies.
  • Lead the development of white papers, RFI, Market Surveys, and Sources Sought responses, as well as lead in-person meetings.
  • Develop and present bid/no bid recommendations and pursuit and capture strategies at Gate Reviews.
  • Support the capture and proposal development phases of the opportunity lifecycle by providing customer insights, solutions support, color review participation, and proposal writing, as required.
  • Represent ADO Group as the primary internal and external contact on new business pursuits.
  • Have regular interaction with high-level customer leadership and engage and collaborating visibly with internal business units.
  • Personally model HII values of integrity, safety, honesty, engagement, responsibility, and performance.

Minimum Qualifications
  • 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
  • Five or more years of specific successful Business Development, Capture Management or Program Management experience within the defense or federal market areas including but not limited to: Acquisition, Global Logistics, Integrated Product Support, Modernization, Intelligence and Operations, Engineering Services and additional capability/market areas required to sustain manned and unmanned platforms. (Key Accounts include: AFRICOM, CENTCOM, EUCOM, INDOPACOM, SOUTHCOM, SPACECOM, Component Commands, Army and Air Force).
  • Successful BD experience must include Performing Long Term Positioning and Opportunity Assessment (as defined by Shipley Associates) resulting in a robust qualified pipeline of opportunities with proven transition of those opportunities to Capture Planning.
  • Established and extensive customer relationships with relevant senior and mid-level leadership in DoW or federal customers.
  • Proven ability to form strategic industry partnerships and possess existing relationships with large and small businesses in the federal and commercial market.
  • Ability to learn, be proactive, manage multiple tasks, and have a demonstrated technical/business GovCon acumen.
  • Excellent communication skills and ability to interact with senior leadership.
  • A willingness to be a good teammate, working collaboratively and across borders to further company goals.
  • Ability to communicate with the end users and discuss capabilities-based solutions to meet their requirements.
  • Ability to travel as required to develop opportunity pipelines, shape opportunities, maintain customer relationships, and attend industry days and conferences.
  • Tenure and staying power at a company or organization.
  • Clearance- Must be eligible to obtain and maintain a clearance.

Preferred Requirements
  • Project Management Professional (PMP) Certification from the Program Management Institute.
  • Top Secret clearance.
  • P&L or military acquisition program or product management experience (understanding the process, structure, and framework of how the USG makes acquisition decisions for products and services).
  • Understand FEDSIM and IAC vehicles as well the MILDEPs and GCCs.
  • Have a portfolio of wins or depth in pulling opportunities from a concept to a contract with a client.
