Job Description Tester 4 (WIC Program Testing Specialist)

Location: Augusta, ME (100% Remote Eastern/Central Time Zones Preferred)
Duration: 12+ Months
Position: Tester 4
Hours: 0 20 Hours/Week (May increase to 40 hours/week during bi-annual release cycles)

Position Overview

The Maine Department of Health and Human Services (DHHS) is seeking an experienced Tester 4 to support the Women, Infants, and Children (WIC) Program and its SPIRIT Management Information System (MIS). This role will be responsible for planning, developing, coordinating, and executing User Acceptance Testing (UAT), regression testing, interface testing, and release validation activities for the WIC application environment. The ideal candidate will possess strong knowledge of WIC business processes, USDA Food and Nutrition Service (FNS) regulations, and experience testing WIC Management Information Systems such as SPIRIT, Crossroads, Mountain Plains, or MOSAIC.

The Tester will work closely with WIC leadership, business users, technical teams, software vendors, and external partners to ensure the successful delivery of application enhancements, regulatory updates, and software releases while maintaining system quality and operational stability.


Required Qualifications
  • Bachelor's Degree in Nutrition (Required)

  • Experience supporting or testing WIC (Women, Infants, and Children) Program systems

  • Strong knowledge of USDA FNS Federal Regulations and WIC program operations

  • Experience with WIC MIS platforms such as:

    • SPIRIT

    • Crossroads

    • Mountain Plains

    • MOSAIC

  • Experience using Azure DevOps or similar issue/defect tracking systems

  • Experience performing:

    • User Acceptance Testing (UAT)

    • Regression Testing

    • Interface Testing

    • Release Validation Testing

  • Strong analytical, documentation, and problem-solving skills

  • Excellent written and verbal communication skills

  • Ability to work independently in a remote environment


Key Responsibilities Testing & Quality Assurance
  • Develop, execute, and maintain test plans, test cases, test scripts, and testing documentation.

  • Perform User Acceptance Testing (UAT), regression testing, interface testing, and release validation activities.

  • Review release documentation and Azure DevOps work items to determine testing requirements and acceptance criteria.

  • Validate software functionality and identify defects, risks, and issues during testing cycles.

  • Document test results and provide pass/fail recommendations and Go/No-Go release decisions.

  • Participate in post-release reviews and quality assessments.

  • Support testing of USDA-mandated regulatory changes, food package updates, and WIC program enhancements.

  • Create and maintain repeatable testing standards, processes, and procedures.

Program Coordination & Support
  • Coordinate testing activities with the WIC Technology Manager, business users, vendors, and technical teams.

  • Serve as the primary point of contact for testing requests and issue reporting.

  • Collaborate with software vendors, EBT processors, and the Spirit User Group (SUG) to validate application functionality.

  • Develop resource estimates and testing schedules to meet release deadlines.

  • Identify and mitigate testing risks and escalate issues when necessary.

  • Support Help Desk teams by providing subject matter expertise on WIC application functionality.

  • Assist with user guide updates, training materials, and communication of verified system changes.

Stakeholder Communication
  • Attend required WIC and SPIRIT user group meetings, testing calls, and change control sessions.

  • Communicate testing status, issues, risks, and recommendations to project stakeholders.

  • Collaborate effectively with technical teams, business users, vendors, and program leadership.


Preferred Qualifications
  • Experience with EBT processing systems and interface testing.

  • Knowledge of State Agency Model (SAM) WIC environments.

  • Experience supporting healthcare, public health, or government programs.

  • Familiarity with software release management and change control processes.

  • Experience creating user documentation and training materials.
