Brief Job Description
The Texas Health and Human Services Commission (HHSC) is seeking experienced candidates for a Data Analyst III - Analytics & Reporting position within Access & Eligibility Services (AES), Data Management & Reporting team. The position supports HHSC's mission to connect Texans to essential services by delivering reliable analytics, reporting solutions, operational insights, and decision-support tools that improve program effectiveness and business outcomes.
The Data Analyst III performs complex analytical work under minimal supervision, applies independent judgment, mentors and reviews the work of other analysts, and delivers clear, actionable insights to non-technical stakeholders. The role collaborates closely with business partners, program staff, leadership, and technical teams to support reporting, performance monitoring, compliance activities, and operational improvement initiatives. This position functions as an experienced individual contributor and does not have formal supervisory responsibilities.
Essential Job Functions (EJFs)
Data Analysis & Reporting (30%)
  • Conducts ad hoc and recurring data extraction, transformation, validation, and analysis activities using large and complex datasets.
  • Develops SQL scripts, stored procedures, functions, and analytical processes to support reporting, data mining, data modeling, and data visualization efforts.
  • Performs statistical analyses and trend evaluations to identify patterns, measure outcomes, and support data-driven decision-making.
  • Creates and maintains analytical datasets, reports, studies, summaries, and other deliverables that support operational monitoring, regulatory compliance, and cost-saving initiatives.
  • Utilizes enterprise data platforms and analytical tools including SQL Server, Oracle, Snowflake, IBM SPSS, Python, Excel, and SQL Server Reporting Services (SSRS) to support business needs.
  • Ensures data is accessible, accurate, and available to support organizational priorities and customer service objectives.

Business Support & Stakeholder Services (25%)
  • Responds to routine and complex data requests from team leadership, business partners, program staff, and stakeholders.
  • Identifies, extracts, and compiles data from existing sources for operational reporting, analysis, and distribution.
  • Provides consultative and technical assistance regarding data availability, reporting methodologies, database structures, statistical techniques, and analytical approaches.
  • Collaborates to define requirements and deliver timely, accurate, and meaningful analytical solutions.
  • Assists customers in interpreting analytical results and applying findings to business decisions and operational processes.

Analytics Projects & Operational Research (25%)
  • Initiates and conducts analytical projects that support AES business functions, policy evaluation, program monitoring, and operational improvement efforts.
  • Analyzes health and human services, demographic, census, and related public-sector data sources to identify trends and measure program outcomes.
  • Applies statistical methods and analytical techniques to evaluate service utilization, operational performance, and population characteristics.
  • Develops structured datasets and maintains supporting documentation used for recurring and ad hoc analytical initiatives.
  • Collaborates with internal program staff and external partners as needed to support analytical objectives and resolve data-related questions.
  • Contributes to continuous improvement efforts by identifying opportunities to enhance analytical processes, reporting efficiency, and data quality.

Communication & Data Storytelling (20%)
  • Communicates analytical findings, supporting information, and recommendations to management, stakeholders, and business partners.
  • Develops professional reports, presentations, data visualizations, statistical summaries, dashboards, and data products.
  • Translates technical information into clear, concise, and actionable business insights for technical and non-technical audiences.
  • Produces written and verbal presentations tailored to a variety of stakeholder groups.
  • Supports the publication and presentation of analytical information through reports, briefing materials, web-based formats, and other communication channels.

Registrations, Licensure Requirements, or Certifications

  • Preferred Microsoft Azure Data Fundamentals (DP-900)
  • Preferred DAMA Certified Data Management Professional (CDMP)

Initial Screening Criteria
  • Two (2) years of professional experience as a data analyst or in a closely related analytical role performing data analysis, reporting, data transformation, business intelligence, statistical analysis, or decision-support functions.
  • Experience developing reports, analytical products, dashboards, or other business intelligence deliverables.
  • Experience using SQL or comparable query languages to extract, transform, and analyze data.
