Corporate Program Manager, Scientific & Federal Programs This position is remote, but the selected candidate must reside in the Maryland area.Axiom has an opportunity for a Corporate Program Manager (CPM) to provide strategic leadership, operational oversight, and contract management support for a portfolio of federal scientific and technical programs. The CPM serves as the primary liaison between corporate leadership, program teams, federal clients, and subcontractors to ensure successful contract execution, workforce management, and delivery of high-quality technical and scientific support services.The ideal candidate combines strong program management expertise with an understanding of scientific research environments and federal agencies. The CPM oversees contract performance, staffing, financial management, and customer relations while supporting multidisciplinary teams that provide scientific, technical, communications, and analytical services. This individual must be capable of translating complex technical information into actionable insights for diverse audiences and fostering collaboration among scientists, technical experts, and program stakeholders. Essential Duties and ResponsibilitiesProgram and Contract ManagementProvide corporate oversight for federal contracts and task orders to ensure successful execution of technical, scientific, and administrative requirements.Monitor contract performance against scope, schedule, budget, quality, and customer expectations.Ensure compliance with Federal Acquisition Regulations (FAR), agency requirements, contract terms and conditions, and company policies.Support proposal development, contract modifications, option year planning, and contract transition activities.Manage corporate risk identification, mitigation planning, and performance improvement initiatives.Develop and maintain strong relationships with Contracting Officers (COs), Contracting Officer Representatives (CORs), Program Managers, and agency stakeholders.Scientific and Technical Program SupportSupport programs that advance scientific research, environmental intelligence, decision-support tools, technology development, and science communication initiatives.Facilitate communication between research communities, technical teams, federal leadership, and external stakeholders.Monitor program outcomes and identify opportunities to enhance scientific impact, operational effectiveness, and stakeholder engagement.Workforce Management and Staff SupervisionProvide direct supervision and leadership to program staff including project managers, analysts, communications specialists, scientists, and technical personnel.Conduct employee performance management activities, including coaching, mentoring, professional development, and annual evaluations.Lead recruiting, onboarding, workforce planning, and succession planning efforts.Foster a collaborative, inclusive, and high-performing work environment focused on client service and mission success.Resolve personnel issues and support employee engagement and retention initiatives.Financial and Business ManagementMonitor program budgets, labor utilization, indirect costs, subcontract expenditures, and overall contract financial performance.Prepare and review financial reports, forecasts, staffing plans, and resource allocation strategies.Support business development efforts by identifying opportunities for growth and client engagement.Track key performance indicators and develop executive-level reports for senior leadership.Quality Assurance and Continuous ImprovementImplement quality management processes that support technical excellence and customer satisfaction.Identify opportunities to improve efficiency, communication, collaboration, and service delivery.Lead corrective action planning and process improvement initiatives when necessary.Ensure knowledge transfer, documentation, and lessons learned are incorporated into program operations.Required QualificationsBachelor's degree in Science, Environmental Science, Engineering, Public Administration, Business Management, Program Management, Communications, or related field.Minimum of 7 years of progressively responsible experience managing federal contracts, programs, or projects.Minimum of 4 years supervising professional, technical, scientific, or multidisciplinary teams.Demonstrated experience supporting federal agencies, research organizations, or scientific programs.Experience managing multiple contracts, task orders, and geographically dispersed teams.Strong understanding of federal contracting processes, contract compliance, and performance management.Excellent written and verbal communication skills with the ability to communicate effectively with technical and non-technical audiences.  Axiom offers competitive compensation packages including comprehensive medical/dental/life insurance and matching 401(k) contribution.Equal Opportunity Employer/Protected Veterans/Individuals with DisabilitiesThe contractor will not discharge or in any other manner discriminate against employees or applicants because they have inquired about, discussed, or disclosed their own pay or the pay of another employee or applicant.
