Sr. COBOL Programmer (Remote)

Description of specific duties in a typical workday for this position:

Daily activities include:

  • Analyzing change requests, then coding and testing in a COBOL/Db2/Mainframe environment.
  • Supporting batch processes that apply Navy Personnel data from multiple sources to the NPDB.
  • Performing data cleansing on database tables.

Occasional activities include:

  • Researching and resolving data capture issues.
  • Preparing Interface Control Agreements (ICAs).
  • Reviewing security controls in support of the Risk Management Framework (RMF).
  • Performing tasks to maintain a Configuration Management (CM) baseline.

Requirements (Years of experience, Education, Certifications):

  • COBOL – 5 years: Writing, testing, and documenting code, including data analysis and VSAM file processing. Experience with large systems that process multiple files supporting many customers.
  • Db2 SQL – 5 years: Writing, testing, and documenting SQL.
  • JCL (z/OS) – 5 years: Writing and documenting JCL, including conditional JCL, utilities (SORT, Compare, IDCAMS, IEB), generation data groups (GDGs), and manipulation of tape and disk files.
  • TSO/ISPF – 2 years: Working with partitioned data sets, file utilities, and a source code library such as Librarian (or equivalent experience using ROSCOE).
  • Data Analysis: Experience performing statistical analysis and investigating data anomalies using COBOL, SQL, VSAM, and z/OS JCL to identify trends and patterns.
  • Microsoft Office – 2 years: Proficiency with MS Word and Excel for data analysis, documentation, and status reporting (MS Access experience preferred).

Additional Requirements:

  • Strong ability to work directly with customers to identify and troubleshoot issues.
  • Self-motivated, detail-oriented, and committed to delivering high-quality solutions.
  • Must be eligible to obtain a DoD Secret clearance.
  • Must be a U.S. citizen with no felony convictions or other disqualifying factors.

Education:

  • High school diploma or GED required.

Nice to Have (skills that are not required, but nice to have):

  • Experience with mainframe utilities such as File Master.
  • Knowledge of Easytrieve-Plus, CICS, and ROSCOE Program Facility.
  • Familiarity with Db2 utilities and basic database administration.
  • Understanding of Risk Management Framework (RMF) and Configuration Management principles.
  • Experience with Serena Dimensions CM (change management tool).
  • Familiarity with Navy Personnel data or similar defense personnel systems.
