The primary purpose of this position is to provide direct administrative and technical support; to provide guidance to clerical and support personnel in the Chaplain function; and to assist Chaplains and lay personnel with special functions and logistical support needs for the JBMDL Chapel Community.

Duties
Help
  1. Manages funding, purchasing, contracting, manpower, and facilities in order to directly and indirectly support the HC mission.
  2. Manage teams and assess capabilities to execute the community care mission. Coordinate with senior Religious Support Team to develop an annual needs assessment for the annual ministry plan, to determine lines of effort, funding, and manpower.
  3. Attends weekly staff meetings. Is welcome but not required to participate in HC Readiness training and team-building events. Organizes, trains, develops, and evaluates Chaplain Corps and resource personnel.
  4. Collaborate with associated installation helping agencies. Delivers approaches, services, activities, and events via gap analysis (needs assessment) to meet group needs.

  • A qualified typist is required. Must meet OPM typing requirement of 40 W.P.M.
  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, and Public Law 102-190, Section 1094 and DoD Instruction 1402.05, background checks are required.
  • FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position. Renewal every five years, FBI Fingerprint and SCHR is required with annual review.
  • Must be able and willing to submit to pre-employment drug testing (urinalysis) as a condition of employment.
  • Individual may be required to work Sundays and possible evening programs, as needed. (e.g. Truck or Treat)
  • Dress respectfully for the worship environment: business-casual attire is preferred.
  • Bachelor's degree in a relevant field (e.g., Religious Studies, Social Work, Human Resources) is highly desired. Other education and experience will be considered.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes general knowledge of a wide variety of religious faiths to include but not limited to Christian, (Roman Catholic, Orthodox, Protestant, Contemporary, Gospel and Liturgical), Jewish, Islamic and Buddhist; knowledge of general office administrative and clerical procedures to distribute mail, answer telephones, keep appointment calendars, maintain files/office forms, order supplies, and the ability to use office automation software such as word processing, spreadsheet, graphics, database, calendar, email and desktop publishing; skill in coordinating logistical needs for all size groups to include transportation, equipment, supplies, multimedia equipment and lodging; ability to read and interpret and adhere to specific procedural guidelines pertaining to program support, including locally developed equipment operating instructions; ability to support the worship, liturgies, rites and special functions of multiple religions; ability to assist Chaplains and lay personnel with special functions within the chapel community.and logistical support needs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. General Knowledge of a wide variety of religious faiths to include but not limited to Christian, (Roman Catholic, Orthodox, Protestant, Contemporary, Gospel and Liturgical), Jewish, Islamic and Buddhist.
  2. Knowledge of spelling, punctuation, syntax, and required formats sufficient to identify and correct discrepancies in correspondence and reports.
  3. Knowledge of general office administrative and clerical procedures to distribute mail, answer telephones, keep appointment calendars, maintain files/office forms, order supplies, and the ability to use office automation software such as word processing, spreadsheet, graphics, database, calendar, email and desktop publishing.
  4. Skill in coordinating logistical needs for all size groups to include transportation, equipment, supplies, multimedia equipment and lodging.
  5. Ability to read and interpret and adhere to specific procedural guidelines pertaining to program support, including locally developed equipment operating instructions, where they are directly applicable to work.
  6. Ability to support the worship, liturgies, rites and special functions of the above religions without preferential treatment given to one over the other. Ability to communicate effectively orally and in writing using tact and courtesy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
