Metrics is currently bidding to support our customer as they manage a $10M+ annual IT investment portfolio spanning grants management modules, recipient reporting systems, distributed software tools, SharePoint/Teams infrastructure, and data dashboards — all in direct support of the Ryan White HIV/AIDS Program. The contractor will establish and operate specific IT-PPM methodology, conduct advanced investment analyses, and provide process automation consulting across three primary workstreams.
What You'll Do
- Serve as the primary point of contact between our team and the government client; run weekly check-in calls, distribute agendas in advance, and deliver meeting notes within two days — keeping the relationship organized and the project on track.
- Lead the development of a tailored IT portfolio management methodology for the Bureau — that means interviewing stakeholders, assessing how investments are currently managed, and writing a clear, documented approach with governance workflows, templates, and step-by-step procedures the client can use and sustain.
- Prepare and present quarterly briefings to the Bureau's IT Governance Board, summarizing portfolio health, risks, investment performance, and recommendations — materials need to be clear, accurate, and ready for senior leadership review.
- Write monthly progress reports covering all active investments: what's on track, what's at risk, how spending compares to plan, and what's coming next month. Also produce a comprehensive Annual Portfolio Management Report with an in-person presentation at the client's Rockville, Maryland office.
- Conduct two in-depth investment analyses per year — such as a return on investment study, a fit/gap analysis comparing current systems to future needs, or an analysis of alternatives for an upcoming technology decision — and present findings to the client team.
- Oversee a team of analysts and technical specialists working across three areas: portfolio management, investment analysis, and Microsoft SharePoint/Teams process automation; make sure all deliverables are on schedule and meet quality standards.
- Track federal IT investment governance requirements (such as reporting obligations tied to the Federal IT Acquisition Reform Act) and make sure our work keeps the client in compliance with applicable government-wide policies.
Required
- Bachelor's degree in information technology, business administration, public administration, or a related field
- Minimum 10 years of IT portfolio management and/or IT project management experience, with demonstrated experience managing multiple concurrent IT investments or projects at the program or portfolio level
- Active PMP (Project Management Professional) or PgMP (Program Management Professional) certification from PMI
- Demonstrated experience developing IT portfolio management methodologies, governance frameworks, and standard operating procedures in a federal government context
- Experience preparing and delivering executive-level briefings and written reports for senior government or agency leadership
- Working knowledge of Capital Planning and Investment Control (CPIC) and FITARA requirements as they apply to federal IT investments
- Ability to obtain and maintain a T2 Non-Sensitive (Moderate Risk) background investigation as required by HHS Position Sensitivity Designation
- Ability to sign and comply with HRSA Non-Disclosure Agreement prior to beginning work
- Completion of HHS/HRSA Contractor Information Security Awareness, Privacy, and Records Management training prior to performing work.
Preferred
- Prior experience supporting HRSA, HHS, or a federal health agency in an IT portfolio management or program management capacity
- Familiarity with the HRSA Electronic Handbooks (EHBs) or Bureau Reporting Systems (BRS), or other HHS grants management systems
- Experience with HHS Enterprise Performance Life Cycle (EPLC) framework
- Hands-on experience conducting federal IT investment analyses — Return on Investment, Analysis of Alternatives, Business Case, Fit/Gap, or Market Research
- Familiarity with MS SharePoint and MS Teams as collaboration and business process automation platforms in a federal environment
- Experience supporting CPIC reporting for a non-major or major federal IT investment
- Advanced degree (Master's) in a relevant discipline
- Experience working on Ryan White HIV/AIDS Program contracts or HHS public health programs
