Business Analyst

Position: Full-Time

Location: Remote / Baltimore, MD Metro Area

Clearance: Public Trust required


Position Overview

The Business Analyst supports Robotic Process Automation (RPA) initiatives across CMS, providing process analysis, requirements development, and documentation support to identify, design, and validate automation solutions. This role works with CMS stakeholders and technical teams to analyze existing workflows, identify automation candidates, and translate business needs into clear requirements that enable effective RPA development and deployment. The Business Analyst bridges the gap between business operations and technical delivery, ensuring automation solutions are well-defined, accurately scoped, and aligned with CMS objectives.


Key Responsibilities

Process Discovery & Automation Analysis

• Engage with CMS stakeholders to identify, evaluate, and prioritize business processes as candidates for robotic process automation

• Conduct process discovery sessions and document current-state workflows, decision logic, exception handling, and business rules in sufficient detail to support RPA development

• Assess automation feasibility and develop business cases that articulate the expected value, effort, and risk of proposed automation solutions

• Maintain an automation candidate pipeline, tracking process submissions through intake, assessment, and prioritization stages


Requirements Development

• Translate discovered processes into well-formed RPA requirements, process definition documents (PDDs), and solution design documentation

• Work with RPA developers and technical leads to ensure requirements are complete, unambiguous, and ready for development

• Support backlog refinement and sprint planning by ensuring automation user stories and acceptance criteria meet the definition of ready

• Maintain requirements traceability and ensure documentation remains current as process designs evolve


RPA Testing & Validation Support

• Support RPA testing and validation activities, working with developers and CMS stakeholders to verify that automated solutions accurately replicate defined business processes

• Document test scenarios, expected outcomes, and exception cases to support structured validation

• Facilitate stakeholder walkthroughs of completed automations, capturing feedback and coordinating resolution of issues prior to deployment

• Support post-deployment monitoring and documentation of automation performance and exceptions


Documentation & Knowledge Management

• Develop and maintain RPA process documentation including PDDs, solution design documents, standard operating procedures, and user guides

• Maintain accurate, accessible documentation in Confluence and SharePoint throughout the automation lifecycle

• Support knowledge transfer activities to ensure CMS stakeholders and operations teams are equipped to manage and monitor deployed automations


Required Qualifications

• Bachelor's degree in Business Administration, Information Systems, Computer Science, or related field

• 3+ years of experience in business analysis, process improvement, or a related role

• Demonstrated experience conducting process discovery, documenting workflows, and developing requirements in support of automation or system development efforts

• Familiarity with Robotic Process Automation concepts, tools, and delivery lifecycle

• Strong analytical and critical thinking skills; ability to decompose complex processes into clearly documented components

• Strong written and verbal communication skills; ability to engage effectively with both technical and non-technical stakeholders

• Proficiency with Jira, Confluence, and Microsoft Office Suite

• Experience working in a federal IT or government contracting environment


Preferred Qualifications

• Prior CMS or HHS experience strongly preferred

• Hands-on experience with RPA platforms such as UiPath, Blue Prism, or Automation Anywhere

• Experience developing Process Definition Documents (PDDs) or Solution Design Documents (SDDs)

• Agile certification preferred (e.g., SAFe Practitioner, Scrum Fundamentals, or equivalent)

• Familiarity with process modeling tools (e.g., Visio, Lucidchart)

• CBAP or equivalent business analysis certification preferred
