Job description

Graham Technologies is seeking an experienced Project Manager / Senior Monitoring & Evaluation Specialist to support global public health monitoring and evaluation initiatives for a federal client. This role combines hands-on monitoring and evaluation expertise with project leadership and coordination responsibilities.

The ideal candidate brings experience in public health program monitoring and evaluation, global health security, data analysis and visualization, and federal program support. The successful candidate will work with government stakeholders, country offices, implementing partners, and technical teams to monitor program implementation, support evaluations, communicate findings, and help ensure successful project delivery.

Location: Atlanta, GA / Remote or Telework as Authorized
Travel: Domestic and international travel may be required

Key Responsibilities
  • Lead and support monitoring and evaluation activities for public health outbreak prevention, detection, response, workforce development, and systems-strengthening programs.

  • Maintain and support data collection platforms and databases used to monitor program implementation.

  • Develop and maintain data analysis and visualization tools to communicate program progress, performance, and outcomes.

  • Coordinate quarterly collection, validation, analysis, and interpretation of program implementation data.

  • Develop reports, dashboards, tables, graphs, presentations, and other technical products for government and program stakeholders.

  • Train diverse audiences on monitoring platforms, data collection processes, and related tools.

  • Refine evaluation tools, methodologies, protocols, and data collection instruments.

  • Coordinate evaluation activities with government stakeholders, country offices, implementing partners, and technical teams.

  • Analyze and synthesize monitoring and evaluation findings and contribute to evidence-based conclusions and recommendations.

  • Prepare and contribute to written reports, presentations, briefings, and other communications of monitoring and evaluation findings.

  • Provide monitoring and evaluation technical assistance to country offices and implementing partners.

  • Coordinate project activities, schedules, milestones, deliverables, and action items.

  • Monitor project progress and proactively identify and address technical, schedule, staffing, and performance risks.

  • Perform quality reviews to ensure technical products and deliverables are accurate, complete, timely, and responsive to client requirements.

  • Facilitate effective communication and collaboration among government stakeholders, project personnel, and implementing partners.

  • Support domestic and international site visits, meetings, and technical assistance activities as required.

Required SkillsExperience
  • Minimum of 4 years of experience in public health program monitoring, evaluation, or implementation research.

  • At least 2 years of professional experience in global health security.

  • At least 1 year of experience performing similar work at the federal level.

  • Demonstrated experience supporting public health monitoring and evaluation activities.

  • Experience collecting, analyzing, interpreting, and reporting program performance data.
