Client: State of OK/Oklahoma Teachers Retirement System
Job Title: Business Analyst
Location: 301NW 63rd Street, Oklahoma City
Duration: 5-7 years
Remote - but minimum is usually 2-3 times onsite per year.  We do hold workshops that begin at 8-9am/CST and end at 4-5pm/CST for 3-4 consecutive days, so depending on the travels proximity to the meeting site in OKC, overnight travel may be required.

Description

  • The Teachers’ Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multi year modernization initiative to replace aging legacy systems—including full retirement of the ALICE platform—and transition to a unified, cloud native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS member portal and MyERS employer portal.
  • TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma’s six state pension systems.
  • The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.

Current state:

  • Legacy systems moved from on-premises hosting to Azure cloud migration  May 2024
  • MyTRS member portal modernized July 2025
  • All IS resources support legacy systems while simultaneously building modernized ones
  • Project charter and Software Development Life Cycle established and in practice
  • Environment and foundation for modern applications defined and nearing completion

Requirements

  • Process Analysis and Documentation
    • Engage with business units to understand operational workflows, pain points, and improvement opportunities.
    • Interface with technical resources, such as Development or IT staff to understand and translate technical requirements.
    • Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
    • Facilitate discussions to define future state processes aligned with organizational goals.
  • Requirements Gathering and User Story Development
    • Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories.
    • Ensure requirements are complete, consistent, testable, and aligned with business priorities.
    • Collaborate with product owners, developers, and stakeholders to refine and validate requirements.
  • Testing and Quality Assurance
    • Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
    • Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
    • Document defects, track resolution progress, and verify fixes.
    • Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders.
  • Stakeholder Collaboration and Communication
    • Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
    • Communicate project updates, risks, and issues clearly and proactively.
    • Support change management activities by contributing to training materials, documentation, and user guidance.

Location & Schedule

  • Remote & Oklahoma City, OK
  • In-person attendance may be required for some on-site meetings. Please note TRS will not reimburse travel expenses for contractors. Pursuant to the Central Purchasing Act (74 O.S. § 85.40), any travel expenses incurred by contractors or agents of contractors providing goods or services to the state must be included in the contract award and paid as a part of the contract payment.
  • Work hours are usually 8:00 am–5:00 pm, with flexibility possible if approved by the TRS Project Manager.
