Job Summary
The City of Bellevue's Right of Way Management and Franchise Utilities team is seeking a driven and curious graduate student to serve as a Policy and Procedures Intern. This position offers a unique opportunity to gain hands-on experience in policy research, process evaluation, and interdepartmental collaboration. You will play a key role in aligning the team's internal practices with broader citywide policies and initiatives.
Bring your passion for public service, research, and problem-solving to our dynamic team! The ideal candidate is a graduate student who can work part-time during the school year (12-15 hours per week) and full-time (30-40 hours per week) during summer and academic breaks, if available. Strong research, analytical, and communication skills are essential. Preference will be given to students enrolled in graduate programs such as a Master of Public Administration (MPA), Master of Urban Planning, or similar.
Essential Duties and Responsibilities
The duties and responsibilities of an intern position may vary depending upon the experience level of the student.
Specific Responsibilities for This Position:
  • Conduct research on existing citywide policies, strategic plans, and initiatives that intersect with Right of Way Management responsibilities.
  • Analyze current internal procedures and practices within the Right of Way Management team to identify areas of alignment or inconsistency with broader city policies.
  • Assist in developing updated internal guidance, standard operating procedures, and documentation to support improved consistency, efficiency, and transparency.
  • Recommend and implement improvements that promote policy compliance, operational clarity, and alignment with city goals.
  • Work collaboratively with staff across departments, including Legal, Development Services, and Transportation, to clarify expectations and improve cross-departmental coordination.
  • Lead or support the drafting of process maps, checklists, templates, and written protocols to ensure consistency and ease of implementation.
  • Evaluate the effectiveness of revised procedures through staff feedback, performance tracking, and other qualitative and quantitative data.
  • Demonstrate leadership by taking initiative, managing project components, and proactively identifying areas for refinement.
  • Assist with other process improvement and policy alignment initiatives as needed.

Supervision Received and Exercised:
  • Supervision: The intern will work under the general supervision of a manager, supervisor, or project lead.
  • Supervisory Responsibilities: The intern has no formal supervisory duties but may lead a project as assigned.

Flexible/Hybrid Working:A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
Definition of a Student Intern:
  • Must be enrolled in a full-time, bona fide education program. Full time employees taking evening classes, those enrolled in one course, or those going to school periodically are not considered student interns.
  • During the school year must be scheduled to work 20 hours or fewer per week.
  • During special situations (i.e. specific internship programs through school) or during school breaks, can be scheduled to work more than 20 hours, up to full time, if appropriate.
  • Must be terminated as a student intern when no longer associated with an education program.
  • At-will for the duration of the student intern status.
