DHA Operational Medicine and Blood Management 

Location: Remote | CONUS | Subject to Contract and Government requirements

Experience: 7+ years

Compensation: $100,000 - $120,000 annually

Position Summary: 

Stratitia is seeking a Senior Full Stack Developer to provide hands-on technical leadership for the Defense Health Agency's operational medicine and blood-management software portfolio. You will lead implementation of complex capabilities, resolve high-risk defects, mentor developers, and help evolve a mission-critical application ecosystem while preserving operational continuity.

Why This Role Matters:

This position is central to the reliability of software used for donor management, blood-product inventory and traceability, distribution, transfusion documentation, and medical readiness. You will balance modernization with disciplined sustainment, particularly where data must remain trustworthy across disconnected, disrupted, intermittent, or limited-bandwidth environments.

What You Will Do:

• Lead the design and implementation of complex features and critical defect corrections across the full application stack.

• Convert operational workflows and authoritative requirements into maintainable designs, implementation plans, and testable acceptance criteria.

• Architect resilient data flows that address synchronization, conflict resolution, concurrency, retries, idempotency, and recovery after interrupted connectivity.

• Protect data integrity, traceability, audit history, and transactional consistency across user interfaces, services, databases, and external interfaces.

• Guide modernization of legacy components using incremental, testable approaches that minimize operational and qualification risk.

• Establish and enforce coding, API, database, logging, error-handling, configuration, and secure-development standards.

• Apply test-driven development where appropriate and improve unit, integration, interface, regression, and performance test coverage.

• Lead technical reviews and root-cause analysis for high-priority defects, integration failures, performance problems, and system-stability issues.

• Mentor junior and mid-level engineers through pairing, design reviews, code reviews, and actionable technical feedback.

• Collaborate with Government stakeholders, architects, functional experts, data engineers, testers, DevSecOps engineers, and cybersecurity personnel.

• Support release planning, technical estimation, risk identification, configuration control, and evidence needed for RMF/ATO and production deployment.

Required Qualifications: 

• Bachelor's degree in Computer Science, Software Engineering, Information Systems, Information Technology, or a related technical discipline.

• Seven or more years of relevant software-development experience, including substantial full-stack delivery responsibility.

• Advanced proficiency in an object-oriented back-end language or runtime, modern web development, enterprise relational databases, and API or interface design.

• Demonstrated success designing or maintaining complex transactional systems where accuracy, auditability, availability, and recoverability are essential.

• Strong command of automated testing, debugging, performance analysis, source control, branching strategies, and peer-review practices.

• Experience applying secure software-development principles, remediating vulnerabilities, and working within controlled release processes.

• Ability to reason across architecture, code, data, interfaces, infrastructure, and operational workflows to resolve ambiguous technical problems.

• Demonstrated ability to mentor engineers, influence technical decisions, and communicate effectively with both technical and nontechnical stakeholders.

Preferred Qualifications:

• Experience with C#/.NET or Java; JavaScript or TypeScript; modern user-interface frameworks; and enterprise SQL platforms.

• Deep experience with offline-first design, distributed data synchronization, conflict reconciliation, resilient messaging, or edge deployments.

• Experience modernizing legacy applications while maintaining backwards compatibility, external interfaces, and operational qualification baselines.

• Familiarity with healthcare interoperability and data exchange, including REST, SOAP, messaging, file exchange, HL7 v2, or FHIR.

• Experience with containerized delivery, Kubernetes or OpenShift, CI/CD, automated security and quality gates, and cloud platforms used by federal customers.

• Knowledge of DoD DevSecOps, Cloud One or comparable environments, RMF/ATO, NIST controls, STIG implementation, SBOMs, and software-supply-chain security.

• Experience with military health, blood operations, medical logistics, regulated inventory, barcode-enabled workflows, cold-chain records, or chain-of-custody systems.
