Summary
About the Position: Serves as Contracting Officer's Representative (COR) in the Department of Public Works (DPW) with responsibility for the planning, development, evaluation, oversight and payment of contract performance for municipal service contracts involving refuse collection, facility maintenance, HVAC, electrical, plumbing, filter replacement, HVAC controls, grounds maintenance, custodial services, and elevator maintenance.

Help
  • Analyze multiple phases of complex mechanical, electrical, and structural construction associated with Real Property facilities.
  • Plan, develop, and evaluate oversight and payment of contract performance for municipal service contracts.
  • Serve as Contracting Officer's Representative (COR) on assigned contracts administered through DPW.
  • Prepare contract specifications and supporting technical documentation using experienced judgment and practical knowledge of engineering methods and techniques.
  • Prepare statements of work (including technical exhibits) and develop cost estimates for solicitation and modifications of the municipal service contracts.
  • Inspect building site work, concrete, plumbing, electrical, roofing, floor-covering, painting, HVAC, structural and fabrication of buildings and structures.
  • Oversee inspection of completed services and notify contracting officer of violations and deficiencies noted.
  • Recommend changes to contract services to increase efficiency of support provided to customers.
  • Utilize office automation and Army systems to input contract data.
  • Brief senior leaders on performance, funding execution and requirements, and/or status of contract actions.
  • Drive a government vehicle to various locations to perform required duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Monitoring, inspecting, or supervising physical construction, renovation, or trade-related maintenance projects (such as mechanical, electrical, structural, civil, or utility systems) to ensure compliance with drawings and specifications; 2) Ensuring contractor or trade compliance with safety regulations and quality standards on active construction, public works, or facility maintenance job sites; AND 3) Evaluating and documenting construction progress or trade workmanship against technical plans, standards, or contract schedules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
