Job Overview:
S2Tech is continuously building relationships with experienced Project Managers to support upcoming Medicaid and Health & Human Services (HHS) modernization initiatives across the United States.
This is a pipeline opportunity intended to identify highly qualified professionals for future consulting engagements supporting state government agencies, systems integrators, and Medicaid technology vendors. Projects may include MMIS modernization, Integrated Eligibility Systems, Provider Management, Claims Processing, Pharmacy, Data & Analytics, Enterprise PMO, and other large-scale digital transformation initiatives.
Our Project Managers serve as trusted advisors to executive leadership while coordinating complex technology implementations involving state agencies, vendors, business stakeholders, and technical delivery teams.
Responsibilities:
  • Leading large Medicaid or HHS modernization initiatives from planning through implementation
  • Managing project scope, schedule, budget, risks, issues, assumptions, and dependencies
  • Developing and maintaining integrated project plans
  • Facilitating executive steering committees and governance meetings
  • Coordinating activities across business, technical, vendor, and client organizations
  • Managing multiple workstreams simultaneously
  • Driving project accountability across cross-functional teams
  • Monitoring project health using KPIs, milestones, and performance metrics
  • Preparing executive-level presentations, dashboards, and status reports
  • Managing RAID logs and ensuring timely issue resolution
  • Supporting procurement, contract management, and vendor coordination activities
  • Ensuring compliance with state, federal, and CMS requirements where applicable
  • Supporting organizational change management and implementation readiness
  • Identifying opportunities to leverage AI and automation to improve project execution and delivery efficiency

Required Qualifications:
  • Bachelor's degree or equivalent professional experience
  • 8+ years of Project Management experience leading complex technology initiatives
  • 5+ years supporting Medicaid, Health & Human Services, or other government technology programs
  • Demonstrated experience managing projects exceeding $5M in value and involving multiple stakeholder groups
  • Strong understanding of project management methodologies, including Agile, Waterfall, and hybrid delivery models
  • Experience leading geographically distributed project teams
  • Excellent executive communication and presentation skills
  • Experience facilitating workshops, governance meetings, and executive briefings
  • Strong risk management and problem-solving abilities
  • Ability to balance strategic planning with day-to-day project execution
