Program Overview
CRS is seeking a Microsoft Platforms Developer to support execution of a Blanket Purchase Agreement (BPA) delivering Enterprise Knowledge Management (EKM) services to a U.S. Combatant Command headquartered at MacDill Air Force Base in Tampa, Florida. The BPA supports the Command Headquarters, its Component Commands, and its Theater Special Operations Commands (TSOCs), spanning multiple CONUS and OCONUS locations across a broad Area of Responsibility (AOR) and operating across unclassified and classified networks.
This position executes development work across knowledge management systems design, development, and operations - custom web applications, APIs and stateless services, front-end development, database work, CI/CD, and quality assurance - and supports low-code application development.
Position Summary
The Microsoft Platforms Developer shall analyze requirements and design, code, test, debug, and document full-stack web applications using C#, .Net, Angular, React, SQL, and related data services in the internal KM technology stack, in accordance with industry best practice.
The individual shall build accessible, responsive interfaces using component-based patterns and modern design standards, deliver low-code solutions on Power Apps and Power Automate where appropriate, and support the pipelines, testing, and documentation that make releases repeatable and auditable.
Key Responsibilities
  • Analyze requirements and design, code, test, debug, and document full-stack web applications using C#, .Net, Angular, React, and SQL, aligned to the Command's current KM technology stack.
  • Build integration adapters and stateless REST or GraphQL services that follow program standards for versioning, authentication, error handling, and schema documentation.
  • Develop against CI/CD pipelines with automated build, test, and deployment, using gated pull requests, environment promotion, and documented change control.
  • Create accessible, responsive user interfaces using component-based patterns, enterprise UI and UX standards, and the program's reusable design system and component libraries.
  • Ensure accessibility conformance for all front-end work and provide evidence of compliance under Department of War accessibility guidance and Trusted Tester practices.
  • Design, develop, and deploy low-code/no-code solutions using Power Apps and Power Automate to automate business processes and improve organizational efficiency.
  • Implement structured data work including schema changes, indexing, stored procedures, data access layers, and ETL/ELT processes supporting enterprise applications.
  • Conduct structured functional and non-functional testing using repeatable scripts and documented test cases covering unit, integration, end-to-end, performance, and security scenarios.
  • Support security testing against OWASP controls and DISA STIGs where applicable, and document test results, defects, remediation actions, and retest outcomes.
  • Apply KM content governance in application features and documentation - taxonomy, metadata, naming conventions, version control, and content lifecycle standards.
  • Instrument telemetry, logs, and alerts to monitor usage, reliability, and performance, and support continuous improvement based on user engagement and accessibility needs.
  • Produce developer documentation, runbooks, and API references recording configuration decisions, dependencies, and integration steps to support onboarding and sustainment.
Required Qualifications
The following qualifications are mandatory for this position:
  • Shall be a U.S. citizen and shall possess an active Secret clearance, with the ability to obtain and maintain a Top Secret clearance with SCI eligibility.
  • Bachelor's degree in Computer Science, Software Engineering, or a related discipline, or an equivalent combination of education and directly relevant experience.
  • A minimum of four (4) years of professional software development experience, including hands-on delivery with C# and .Net and a modern JavaScript framework (Angular or React).
  • Working experience building and consuming REST APIs and writing SQL against relational databases.
  • Experience developing within a source-controlled CI/CD workflow, including pull request review and automated testing.
  • Demonstrated attention to accessibility and secure coding practices in delivered work.
Desired Qualifications
The following qualifications are strongly desired and will be viewed favorably:
  • Active Top Secret clearance with SCI eligibility.
  • Experience delivering software on Department of War networks under Risk Management Framework constraints.
