Overview

We are seeking an experienced Cloud Developer 3 to join an existing software development team supporting mission-critical web and Windows applications used by internal agency staff and constituents across the Commonwealth of Virginia. This is an opportunity to contribute to the design, development, enhancement, and maintenance of modern cloud-based applications while collaborating with experienced developers, architects, and business analysts in a highly technical environment.

Job Description

The Cloud Developer 3 will serve as a senior full stack developer responsible for designing, developing, enhancing, and maintaining enterprise cloud applications for the Virginia Department of Elections. This role requires extensive experience with Azure cloud technologies, modern JavaScript frameworks, .NET or Node.js development, distributed systems, and cloud-native architecture. The selected candidate will work independently on highly complex initiatives while providing technical leadership, collaborating with cross-functional teams, and ensuring scalable, secure, and maintainable application solutions.

Responsibilities

Application Development

  • Design, develop, test, and maintain enterprise web and Windows applications.
  • Perform analysis, architecture, coding, enhancement, and maintenance of cloud-based applications.
  • Develop scalable REST APIs and microservices using modern development frameworks.
  • Build responsive user interfaces using modern JavaScript or TypeScript frameworks.
  • Implement client-side integrations with REST and GraphQL services.
  • Develop event-driven solutions utilizing Azure messaging technologies.

Cloud & Platform Engineering

  • Develop and deploy solutions using Azure App Services, Azure Functions, Azure Kubernetes Service (AKS), Azure Storage, Azure SQL, and Cosmos DB.
  • Implement cloud integrations with Azure API Management and Azure Active Directory.
  • Build and maintain CI/CD pipelines using Azure DevOps or GitHub Actions.
  • Utilize Infrastructure as Code technologies including Bicep, ARM, or Terraform.
  • Implement containerized applications using Docker and Azure Kubernetes Service.

Data & Integration

  • Design efficient SQL Server databases and optimize SQL queries.

  • 7 years of experience with Azure API Management, Azure DevOps (Repos, Pipelines, Boards), Azure AD, OAuth2, and OpenID Connect.
  • 7 years of experience with JavaScript/TypeScript and modern frameworks including React, Angular, or Vue, along with state management technologies such as Redux, MobX, NgRx, or equivalent.
  • 7 years of experience implementing responsive user interfaces using HTML/CSS and integrating REST and GraphQL services.
  • 7 years of experience with .NET Core/.NET 7+ or Node.js, scalable REST API development, and microservices architecture.
  • 7 years of experience with Azure Event Grid, Service Bus, or Event Hubs and ORM technologies such as Entity Framework, Sequelize, Prisma, or equivalent.
  • 7 years of experience with SQL Server, optimized SQL development, Cosmos DB, data modeling, and schema design.
  • 7 years of experience with Azure DevOps Pipelines or GitHub Actions, Infrastructure as Code (Bicep, ARM, or Terraform), Docker, and Azure Kubernetes Service.
  • 7 years of experience with automated testing frameworks and test strategy design.
  • 7 years of experience applying distributed systems concepts, clean architecture, DDD, SOLID principles, and API documentation standards.

  • 7 years of experience mentoring developers, leading technical discussions, and collaborating with security, QA, product, and DevOps teams.
