Position Overview
The Project Engineer / Development Coordinator supports the evaluation, approval, and permitting of new development and construction projects. This role is responsible for coordinating due diligence activities, managing consultant deliverables, and assisting with permitting and resolution compliance to ensure projects are positioned to move efficiently into construction.
The position works closely with the Vice President of Construction, Entitlement Manager, Real Estate team, external consultants, and permitting agencies to support successful project execution within required timelines.
Essential Functions (Other Duties as Assigned)
Project Due Diligence Coordination
Coordinate all due diligence activities required to evaluate project feasibility, including but not limited to:
  • Partner with external consulting teams to solicit proposals and initiate due diligence scopes such as Site Investigation Reports (SIR), ALTA surveys, Phase I environmental assessments, Phase II environmental assessments (as required), geotechnical investigations, and other project-specific evaluations
  • Coordinate scheduling of site visits with consultants, property owners, and internal stakeholders in accordance with timelines established within Purchase and Sale Agreements (PSA) or lease agreements
  • Ensure required Certificates of Insurance and access documentation are obtained prior to site investigations
  • Track due diligence timelines and manage receipt of reports to ensure compliance with contractual deadlines
  • Review due diligence findings and communicate potential risks, constraints, or project impacts to the Vice President of Construction and relevant stakeholders
  • Preparation of closing checklist at completion of Due Diligence period expiration, for review by internal stakeholders

Resolution Compliance & Permitting Support
Support permitting and regulatory approval activities following project approval, including:
  • Coordinate submission of revised drawings and documentation required to satisfy conditions of approval issued by Authorities Having Jurisdiction (AHJ)
  • Partner with external consultants and agencies to secure required approvals from State Departments of Transportation (DOT), County authorities, Soil Conservation Districts, Municipal Utility Authorities, and other regulatory bodies
  • Assist in coordinating development agreements with outside legal counsel and facilitate execution by authorized company representatives
  • Coordinate posting of required performance bonds, escrow deposits, and inspection fees to support permitting and construction commencement
  • Maintain organized documentation and tracking of approval milestones
  • Provided regular updates to internal stakeholders, bringing any issues that may arise or impact project to immediate attention

Education and Experience
  • Bachelor's Degree in Civil Engineering, Construction Management, or a related field preferred
  • Internship or entry-level experience in civil engineering, land development, construction, or project coordination is a plus

Knowledge, Skills, and Abilities
  • Strong organizational and project coordination skills with the ability to manage multiple priorities simultaneously

  • Analytical mindset with attention to detail and ability to interpret technical reports
