Job description

POSITION DESCRIPTION: The Senior Contracts Closeout Specialist will support the Dept. of Interior's Acquisition Services Directorate (ASD) contract closeout program by preparing contract records for official closeout by the Government. Specifically, this position will prepare a variety of contract records for closeout that are compliant with governing rules, regulations, and policies. Contract records include but are not limited to the following contract types: Firm-Fixed-Price (FFP), Cost Reimbursement (CR), Indefinite Delivery/Indefinite Quantity (IDIQ), Time-and-Material (T&M), and/or Labor Hour (LH) contracts. This position is contingent upon contract award.
The primary place of performance is located at IBC AQD Herndon Office, 381 Elden Street, Herndon, VA 20170. However, remote and offsite support may be considered.
WORK CONTEXT
Most AQD Government employees are and will most likely continue to be in a full-time remote status or a maximum telework status. Contractor employees may propose that their resources be on-site in Herndon, offsite at a Contractor selected location, remote, or a hybrid of locations that best supports the Contractor's approach to meet the requirements successfully. Contractor resources assigned under this Task Order shall physically work in the location status as proposed by the Contractor and approved at Task Order award. The COR must approve location changes. If assigned to the Herndon office, contractor resources should plan to be physically present at the Government site during their duty day. However, Contractor resources that are in a remote status shall work in those designated locations during their duty day. Remote Contractor resource locations will only be considered from the fifty (50) United States and official U.S. territories.
PRIMARY JOB DUTIES
Will provide contract closeout support to include, but not limited to, the following:
Prepare closeout documentation and packages, including drafting correspondence with contractors and drafting contract modifications as necessary to de-obligate remaining funds, obligating replacement funds, ensuring all contractor invoices have been received and paid in full, and preparing supporting documentation, and creating the final closeout modification.Perform a quality review and check on contract closeout records within 10 business days of receipt of the record, including the required notification to the Government regarding the acceptance or rejection of the contract record into the closeout process. Quality review actions include gathering and/or printing closeout documentation, updating contract records, and assisting with the return of records to records management.Ensure proper retention of closeout records per the Federal Acquisition Regulation (FAR) guidance and IBC AQD policy.Assist in the development of contract closeout strategies to meet closeout requirements.Respond to internal and external inquiries regarding contract closeout activities, including providing advice on undispersed obligations, expired contract lines, and other contractual matters affecting decisions related to contract expenditures and reconciliation of contracts for closeout.
EDUCATION & EXPERIENCE
Minimum requirement of an associate degree; equivalent years of experience may be considered as a substitution for each year of education.
Minimum of five to eight years of experience in a relevant field.
KNOWLEDGE, SKILLS, & ABILITIES
Use of standard business office software programs, general office-related technologies and equipment, and administrative and clerical duties in a fast-paced process-oriented environment requiring high volume and a high level of detail.
Acquisition environment is helpful but not required.
Experience should demonstrate a senior knowledge of contract closeout procedures, methods, and contract types, including closing T&M and fixed-price contracts and use of special provisions and incentives to plan and carry out contracting assignments related to the full life cycle of closing federal contracts or an equivalent level of experience in a fast-paced process-oriented environment.
An ability to present information; compose memoranda, minutes, and reports; and draft contract provisions and supporting documents are required.
