Job description

Seeking a motivated, career and customer-oriented Scrum Master who can provide extended support as a business process/requirements analyst on a software development team that designs, develops, and maintains complex web-based applications in support of our Federal client. The successful candidate will have experience with various Scrum ceremonies and can perform them as needed.
Responsibilities:
  • Conducts and facilitates all Scrum ceremonies - daily stand-up, sprint planning, release planning, grooming sessions, sprint retrospectives, and sprint reviews.
  • Works with the client to create, review, and adjudicate Program Increment planning.
  • Work with the Scrum team to execute all objectives and epics in the Program Increment.
  • Developing detailed documentation of client needs
  • Leads and facilitates grooming sessions with clients to gather, analyze, and decompose both functional and non-functional requirements.
  • Work with Agile software development tools (e.g., JIRA, Confluence) to manage backlogs, sprints, and collaborative work.
  • Creating detailed user stories, including acceptance criteria, mockups (if required), and any additional information to assist development.
  • When scope changes occur mid-sprint or during a release cycle, works with Project Managers on adjustments and messages to the clients.
  • Interacts with Integrated Customer/Vendor Teams.
  • Develops and delivers business processes for requirements.
  • Performs requirements analysis to determine feasibility and to decompose requirements to concise and testable user stories.
  • Develops and adheres to the Definition-of-Ready and Definition-of-Done established by the scrum team.
  • Create clear, detailed business requirement documents (BRDs), functional specifications, and use cases, as needed.
  • Develop and maintain requirement traceability matrices to ensure all requirements are met.
  • Work with stakeholders to gather, analyze, and document business requirements.
  • Conduct interviews, workshops, and surveys to understand business needs.
  • Analyze business processes using techniques such as BPM, use case modeling, current-state analysis, gap analysis, benchmarking, and best-practice identification.
  • Interface with all areas of the project, including customer, architects, development team, operations, and other teams.
  • Provide expertise and guidance in interpreting policies, regulations, and guidelines to ensure compliance.
  • Conduct client interviews and coordinate with business and technology teams to define and document system requirements, including program functions, output requirements, input data acquisition, and system controls.
  • Perform cost-benefit analysis when needed.
Required Qualifications: 
Education:
  • Bachelor's degree in a technical field of study is required with a minimum of 5 years of experience (or masters equivalent).
Skills and Experience:
A minimum of 5+ years of experience with:
  • Proven experience as a Scrum Master, Business Analyst, Requirements Analyst, or in a similar role, facilitating meetings with stakeholders to develop business and technical requirements.
  • Experience in leading and facilitating all Scrum ceremonies.
  • Experience with SAFe and Program Increment planning and execution.
  • Strong time management to ensure ceremonies are done efficiently and within the time box.
  • Must be resourceful in removing scrum team roadblocks.
  • Servant leadership mentality to drive discussion and input from all members of the scrum team.
  • Experience defining software requirements for complex products using the Agile software delivery methodology.
  • Ability to understand complex technical concepts and present them in simple terms to non-technical team members and clients.
  • Candidate must be willing to work collaboratively in a team environment and manage multiple assignments. Must actively support, enforce, and contribute to the Agile practices adopted by the development team.
  • Must have experience with enterprise web applications for the Federal government.
  • Experience with 508 compliance.
  • Experience in working on software development projects and understanding of SDLC (Software Development Life Cycle).
  • Proficiency in requirement elicitation techniques and tools (e.g., JIRA, Confluence).
  • Experience with process modeling tools (e.g., Visio, Lucidchart) and methodologies.
  • Familiarity with Agile and Waterfall project methodologies.
  • Experience with formal system development methodologies including Agile.
  • Experience working in a team-oriented, collaborative environment.
  • Experience with business process modeling.
  • Experience in business analysis activities, including:
    • Software requirements management and analysis.
    • Software requirements elicitation.
    • Software solutions analysis.

Security Clearance Requirements:

  • Ability to obtain an MBI (Minimum Background Investigation) Security Clearance from a Federal Agency.
  • An active MBI Clearance is highly desirable.
