Duties
Help
The selectee will serve as an Operations Specialist (Remote Delivery) in the Office of Protective Operations, Special Services Division. Typical work assignments include:
  • Conducts a broad range of ongoing logistical and coordination tasks to support the protective operations and security functions of SSD. Handles complex logistics, analytical, and administrative projects and assignments. Provides assistance with logistics planning, design, and operational activities for SSD. Determines the resources and activities necessary for logistical support and coordinates their integration into the overall protective operations plan. Analyzes the causes and impacts of delays or issues, takes proactive steps to prevent or resolve problems, adjusts plans and schedules as needed in response to changing logistical requirements, and contributes to the development of alternative solutions when required.
  • Provides guidance to inbound personnel on proper clearance protocols and assists in resolving clearance issues. Advises Secret Service personnel on the screening process by explaining procedures and supplying necessary documentation. Communicates status updates, delays, and clearance issues to customers regarding their deliveries and work orders. Liaises with Truck Screening leadership and Uniformed Division Vehicle Inspection Team Officers (UD/VIT) to address clearance concerns, wanted persons, and inbound delivery schedules.
  • Provides delivery and work order forecasts to Truck Screening leadership and Uniformed Division personnel, enabling effective asset allocation and staffing to maintain program efficiency. Collaborates with leadership to conduct periodic reviews of access control procedures and assesses the need for procedural changes or restructuring.

Qualifications
To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
You qualify for the GS-07 level if you possess one year of specialized experience equivalent to the GS-05 level performing duties such as:
  • Assisting with logistics planning, design, and execution to support operational requirements.
  • Communicating with customers about delivery and work order status, including updates, delays, and clearance issues.
  • Providing delivery and work order forecasts to support truck screening operations and staffing.

OR
  • One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR
  • Superior Academic Achievement. To be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified Education above. Superior Academic Achievement is based on:

  1. Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses, OR
  2. Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, OR
  3. Honor Society Membership - Applicants must be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

  • A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages.

You qualify for the GS-09 level if you possess one year of specialized experience equivalent to the GS-07 level performing duties such as:
  • Analyzing the causes and impacts of delays or issues to identify risks and inform corrective actions.
  • Adjusting plans and schedules to meet changing logistical requirements so that operations stay on track.
  • Guiding staff through the screening procedures and providing the required documentation to complete the process correctly.
  • Collaborating with leadership to periodically review access control procedures and recommend changes to improve program efficiency.

OR
  • Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

  • A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of experience by 12. Then, divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
