Sustainment & Restoration Services (SRS) is a Native American, tribally-owned small business. We are a full-service, multi-discipline environmental, engineering, construction support, munitions response, and specialized professional services company wholly-owned by the Oneida Nation as a subsidiary under Oneida ESC Group.


Serving the federal market and civilian agencies, including US Army Corps of Engineers (USACE), US Department of Defense, US Air Force, US Navy and Marine Corps, US Environmental Protection Agency (EPA), US Department of Agriculture (USDA), Food and Drug Administration (FDA), US Fish and Wildlife Service, and state and local customers. We collaborate with our customers to achieve long-term environmental stewardship goals with reduced life-cycle program costs.


SRS has an immediate opening for a Mid-Level Geologist, Engineer, or Environmental Scientist focused on Technical Writing

The successful candidate will support environmental restoration projects at Edwards Air Force Base in California. 


Location:

This position may be in one of our offices (Ventura, San Diego, Santa Barbara, or Walnut Creek, California; or Atlanta, Georgia) or potentially be hybrid or remote depending on the candidate's experience, qualifications, and preference. Remote employees are subject to company approval. 


Key Responsibilities:

  • Lead the development of high-quality technical and regulatory documents, including work plans, sampling and analysis plans, quality control plans, technical memorandums, investigation reports, feasibility studies, and decision documents in support of CERCLA and RCRA projects.
  • Serve as a principal author for complex environmental documents, demonstrating the ability to develop technically sound deliverables from project understanding, regulatory drivers, and site history without reliance on templates or "go-by" documents.
  • Apply strong knowledge of CERCLA, RCRA, and related federal and state regulatory frameworks to ensure documents meet project objectives, regulatory expectations, and industry standards.
  • Coordinate and streamline document development processes across multidisciplinary teams, integrating input from technical staff, GIS specialists, editors, project managers, subcontractors, and subject matter experts to produce cohesive deliverables on schedule.
  • Support projects involving multiple U.S. Army Corps of Engineers (USACE) districts, US Air Force, EPA regions, and other federal or state agencies, understanding varying client expectations, review processes, and document requirements.
  • Manage document production schedules, comment resolution, quality reviews, and final deliverable preparation to ensure consistency, accuracy, and regulatory compliance.
  • Review and synthesize information from field activities, historical reports, databases, permits, and prior investigations to support project strategy, site understanding, and technical evaluations.
  • Assist with fieldwork preparation including coordination of subcontractors, procurement of materials and equipment, scheduling support, and preparation of supporting field documentation.
  • Provide detailed technical and editorial review of project documents and proposals to ensure quality, completeness, consistency, and technical excellence.
  • Collaborate closely with Project Managers and technical leads to support project execution, client communication, regulatory coordination, schedule management, and successful achievement of project objectives.
  • Demonstrate initiative, ownership, and a proven passion for technical writing, document strategy, and continuous improvement of project delivery processes.
  • Review and compile information from multiple sources (e.g. field data collection forms, historical report documents) to further site/project understanding and evaluation. Ability to provide technical evaluation of site data and develop conceptual site models.

Requirements

Minimum Qualifications:

  • Bachelor's degree in Geology, Engineering, or related Environmental Science field with 7-10+ years' experience, OR Master's degree in Geology, Engineering, or related Environmental Science field and 8+ years of experience.
  • Demonstrated experience preparing and editing CERCLA and/or RCRA technical documents, including RI/FS reports, work plans, decision documents, technical memorandums, and regulatory deliverables.
  • Strong technical writing, organization, and document management skills with the ability to develop high-quality deliverables with minimal direction or reliance on templates.
  • Experience supporting projects for USACE districts, EPA regions, Department of Defense clients, or other federal agencies preferred.
  • Ability to interpret technical data and communicate findings clearly to project teams, clients, and regulators.
  • Strong attention to detail, quality, and consistency with proven analytical and problem-solving capabilities.
  • Proficient with Microsoft Word, Excel, Outlook, PowerPoint, and Teams.
  • Ability to gain access to Department of Defense project sites (US citizen with the ability to pass a federal background check).
  • Ability to manage multiple priorities, coordinate with multidisciplinary teams, and work effectively in both independent and collaborative environments.
  • Excellent verbal and written communication skills and the ability to interact effectively with the project team, customers, and stakeholders.
  • Valid driver's license with a good driving record and the ability to travel and drive regularly.

Compensation Range: $90,000- $110,000 Annually + Benefits (Based on Experience)
