Junior Project Manager -Environmental Consulting (Remote-Capable) Denver Area
POSITION SUMMARY:
HRL Compliance Solutions Inc., a multidisciplinary environmental consulting firm, is seeking a remote-capable Environmental Junior Project Manager to support and manage environmental compliance and petroleum-related investigation and remediation projects regulated under the Colorado Division of Oil and Public Safety (OPS) Petroleum Program. This role involves overseeing OPS-regulated corrective action projects, coordinating field activities and managing regulatory submittals. While the position is primarily office based, periodic fieldwork and site visits will be required to support site assessments, system evaluations, and project oversight.
The Junior Project Manager will ensure that project tasks, deliverables, and documentation meet OPS Petroleum Program requirements, and will manage field staff and subcontractors to ensure high-quality project execution.
ESSENTIAL FUNCTIONS:
  • Coordinate soil and groundwater investigations, remediation system evaluations, and corrective action activities in accordance with OPS Petroleum Program rules and guidance.
    Assist project managers throughout the process to manage and oversee OPS-regulated petroleum release projects, including initial site characterization, delineation sampling, corrective action planning, financial management of budgets, and long-term monitoring and remediation.
  • Prepare, review, and submit OPS-required documents including Site Characterization Reports, Corrective Action Plans, Monitoring and Remediation Reports, and Reimbursement Requests.
  • Serve as the primary point of contact for clients, subcontractors, and OPS staff, ensuring timely communication and regulatory compliance.
  • Develop and manage project scopes, budgets, schedules, and work plans to meet client expectations and OPS requirements.
  • Review field data and provide remote/onsite technical directions to field personnel conducting sampling, drilling oversight, monitoring well installation, and remediation activities.
  • Conduct periodic site visits to support field activities, evaluate system performance, verify corrective action progress, or meet with clients and regulators.
  • Oversee preparation and QA/QC of technical reports, data summaries, and regulatory deliverables.
  • Support permitting, SPCC compliance activities, waste management documentation, and other petroleum-related regulatory needs.
  • Maintain accurate project documentation, manage data, and utilize GIS and Microsoft Office platforms for reporting and communication
  • Ensure environmental compliance with OPS rules as well as applicable state and federal regulations.

KNOWLEDGE, SKILLS & ABILITIES
  • Strong working knowledge of Colorado OPS Petroleum Program regulations, guidance documents, reimbursement procedures, and corrective action processes.
  • Familiarity with additional regulatory programs including CDPHE, SPCC, RCRA, CAA, CWA, ESA, COGCC, and BLM (preferred)
  • Excellent written and verbal communication skills, with the ability to work efficiently in a remote environment while coordinating dispersed project teams.
  • Proficiency in Microsoft Office; strong technical writing and documentation skills.
  • Ability to analyze environmental data, develop conclusions, and recommend corrective actions.
  • Strong organizational skills with the ability to manage multiple projects simultaneously and meet required deadlines.
  • Ability to work independently with minimal supervision and exercise strong critical thinking.
  • Understanding of environmental sampling protocols and field methods to effectively guide field staff.

ENVIRONMENT:
  • Position is primarily office (or remote) computer-based work, report preparation, and virtual collaboration.
  • Field work is required on a periodic basis for site visits, system evaluations, sampling oversight, and regulatory meetings.
  • Travel may be required throughout Colorado to support project needs.
  • Must be comfortable working in outdoor environments during site visits, including exposure to varying weather conditions.

EDUCATION AND EXPERIENCE:
  • B.S. in Environmental Science, Geology, Engineering, or related discipline.
  • 5+ years of experience in environmental consulting or petroleum corrective action projects required.
  • 3+ plus years with experience related to Colorado OPS Petroleum Program rules and regulations strongly preferred.
  • 40-hour HAZWOPER, OSHA 10, and First Aid/CPR training preferred.
  • Experience with AST/UST closure and removal requirements preferred.

SPECIAL QUALIFICATIONS
  • Valid driver's license and clean driving record for required travel.
  • Ability to pass pre-employment, random, and post-accident drug screening as applicable.
  • Ability to pass background screening as applicable.
