Job description

A3 Consulting is seeking a highly skilled Data Engineer / Database Administrator (DBA) to execute a critical phase of a defense-based modernization program. If you enjoy establishing the enterprise data architecture required to create a Common Operating Picture of Risk (CoPR) and ensure seamless, compliant data integration across multi-domain environments, this role is for you!
In this Job You Will:
  • Architect and execute the program's data migration strategy, as well as serve as the resident subject matter expert for data governance, resilience, and multi-system integration.
  • Develop and execute a formal, phased Data Migration Plan to transfer all historical functionality and data from the on-premises legacy NISS application into the new NI2 AWS cloud environment with no loss of data fidelity.
  • Create detailed source-to-target data mapping documents, defining the transformation logic required to align legacy data.
  • Design and manage robust data ingestion pipelines capable of processing and normalizing structured and unstructured data from diverse third-party and internal government data feeds to support Continuous Vetting and FOCI Risk Management.
  • Implement and maintain a highly resilient data backup and recovery strategy to ensure production databases meet strict Government-approved Recovery Point Objectives.
  • Monitor, optimize, and maintain production databases across DoD Impact Level 5 (IL5), IL6, and JWICS environments, ensuring data is highly available to support end-to-end NI2 production services.
  • Develop and enforce a comprehensive Data Governance Plan addressing data ownership, data quality standards, and the full data lifecycle.
  • Ensure the database and storage solutions are fully compliant with the Federal Records Act and National Archives and Records Administration (NARA) regulations.
  • Implement automated technical capabilities to apply NARA-approved Records Disposition Schedules, enabling automatic retention, secure destruction, legal holds, and permanent record exports.
  • Implement the enterprise data labeling, tagging, and metadata standards required for cross-domain data exchange and the CoPR.
Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, or a related field.
  • Certification (DoD 8570/8140): IAT Level II or better Certification Required (e.g., Security+ CE).
  • 7+ years of experience in database administration, data engineering, or an ETL-focused role.
  • Direct, hands-on experience with large-scale data migrations (e.g., lift-and-shift to AWS GovCloud or complex on-prem to cloud transformations).
  • Expert-level proficiency in SQL, relational databases (e.g., PostgreSQL, Oracle), and data modeling.
  • Strong scripting skills, particularly in Python or Bash, for data manipulation, ETL automation, and data quality checks.
  • Experience implementing data tagging, labeling, and metadata standards.
Desired Qualifications:
  • AWS Certified Database - Specialty or similar vendor certification.
  • Experience engineering data pipelines that leverage Cross-Domain Solutions (CDS) for automated transfer between unclassified and classified enclaves.
  • Knowledge of DoD data standards, continuous vetting feeds, and FOCI or facility clearance risk data.
  • Direct experience implementing Federal Records Act/NARA disposition schedules within an enterprise database.
Clearance Level:
  • Must possess an active DoD Top Secret clearance with SCI eligibility.

Salary Range:
  • The salary range of this position is $170,000 - $180,000 commensurate with experience and achievement.
