Summary
IT Specialist (APPSW) HIT Integration Developer positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Many" do not apply.

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

Duties
  • Collaborate with vendors and agency experts to ensure timely acquisition of medical evidence for claims adjudication.
  • Ensure compliance with healthcare data standards and interoperability requirements.
  • Support proof-of-concept initiatives to validate new technologies and proactively author best practices and documentation.
  • Maintain a strong understanding of how vendor solutions integrate within the organization's robust, API-driven environment to design, build, troubleshoot, and optimize workflows.
  • Create and maintain technical documentation, including architecture diagrams, API documentation, deployment guides, and operational runbooks.
  • Proactively identify and resolve technical risks, effectively communicating complex concepts and solutions to both technical and non-technical stakeholders.
  • Identify opportunities to apply AI and machine learning to analyze, extract, and structure information from medical records, enabling the automation and optimization of claims processing workflows.
  • Work with cross-functional teams to design and implement AI-driven solutions that streamline the flow of medical information, reduce manual effort, and improve employee efficiency.
  • Stay current with advancements in AI for healthcare data processing and recommend innovative approaches to enhance SSA's Health IT systems.

Minimum Qualifications: Grade 14 To qualify at the GS-14 level, you must have specialized experience or equivalent to the GS-13 level or above, which is in or related to the work of the position to be filled, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such specialized experience must include:
  • Designing, developing, and maintaining Health IT interoperability solutions, platforms, and standards, including data integration, analysis, and testing.
  • Applying hands-on experience with healthcare IT standards, particularly FHIR and HL7 (e.g., HL7 v2.x, HL7 v3, ASTM, X12N, HITSP component specifications).
  • Integrating and mapping medical coding schemas such as SNOMED-CT, LOINC, RxNorm, ICD-9, ICD-10, and CPT for clinical data exchange.
  • Utilizing HL7 Continuity of Care Document (CCD) and Consolidated Clinical Document Architecture (C-CDA) standards and constructs.
  • Engaging with Health IT Interoperability Networks at the technical specification level, such as eHealth Exchange, CareQuality, and CommonWell Health Alliance.
  • Applying knowledge of DirectTrust technical and policy requirements.
  • Understanding the Trusted Exchange Framework and Common Agreement (TEFCA) and its applicability to benefits determination.
  • Developing and integrating APIs-both consumer and producer-for health IT systems.
  • Demonstrating proficiency in programming languages and technologies such as Python, Node.js, Java, J2EE, JavaScript, SOAP/REST Web Services, XSLT, XML, and JSON.
  • Experience with machine learning and predictive analytics.
