Job Summary:

We are seeking an accomplished leader who has demonstrated success in driving program evaluation and performance measurement strategies, leveraging data analytics and business intelligence to inform decision-making, leading high-performing teams, overseeing data operations and governance to achieve organizational objectives.

The Evaluation & Data Manager, under the direction of the RHTP State Project Officer, provides strategic leadership for the Rural Health Transformation Program's evaluation, performance measurement, and data management functions. Serving as the program's lead authority on data strategy and evaluation, this role oversees performance metrics, data quality, analytics, federal reporting, and compliance with CMS and HHS requirements. The position partners with leadership and stakeholders to drive data-informed decision-making, ensure audit readiness, and advance program accountability, impact, and sustainability across a complex, multi-agency federal grant program.
This position is grant funded and may be eliminated based on the availability of funding. Arizona's Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of the financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. The contents are those of the author(s) and do not necessarily represent the official views of, nor endorsement, by CMS/HHS, or the U.S. Government.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Major duties and responsibilities include, but are not limited to:
Program Evaluation & Performance Measurement: Lead the design and execution of evaluation strategies, including metrics, logic models, and performance measurement systems to assess program outcomes and effectiveness.
Data Analysis & Business Intelligence: Aggregate and analyze cross-program data; identify trends, risks, and performance gaps; translate complex data into actionable insights and recommendations for leadership decision-making.
Supervisory Leadership & Data Operations Oversight: Supervise and direct business analysts and data staff; manage workload, performance, and professional development; oversee development of dashboards, reporting tools, and analytical products to ensure quality and consistency.
Data Governance & Quality Management: Develop and implement data governance frameworks, including standards, policies, validation protocols, and controls to ensure data integrity, accuracy, and audit-ready documentation across systems and partners.
Reporting & Financial Alignment: Oversee preparation of required federal and internal reports (quarterly, annual, NCC); ensure alignment of performance data with financial expenditures to support cost-effectiveness and resource allocation.
Stakeholder Coordination, Compliance & Technical Assistance: Coordinate with program, fiscal, compliance, and external partners; provide technical assistance on data and evaluation practices; ensure adherence to federal requirements and support audit readiness and risk mitigation.
Other duties as assigned as related to the position (typically 5% - 10%)

Knowledge, Skills & Abilities (KSAs):

Knowledge:
Principles and practices of business analysis, data governance, and performance management
Federal grant compliance and reporting requirements (e.g., 2 CFR Part 200, CMS, HHS (preferred)
Program evaluation methodologies (logic models, outcome measurement, continuous improvement)
Data management systems, data warehousing concepts, and governance frameworks
Statistical and analytical techniques for performance measurement and outcome evaluation
Public health, Medicaid, or large-scale government program operations (preferred)
Financial data analysis and linkage of expenditures to performance outcomes
Supervisory principles and practices within a government environment

Qualifications:

Minimum:
Bachelor's degree in Information Systems, Data Science, Health Informatics, Public Administration, Healthcare Administration, Statistics, or a related field and Two (2) years working within the data governance and data management field with large enterprise systems (or equivalent experience). Two (2) years of experience in a lead, supervisory, or project management role. Demonstrated experience supporting data governance, data quality, analytics, or data management functions. Experience working in or with government agencies, healthcare payers, or managed care organizations.
Preferred:
Master's degree in Health Informatics, Data Analytics, Public Health, Public Administration, or a related field and Five (5) years of experience working with healthcare or Medicaid, or large-scale administrative data systems. Experience supporting a state Medicaid agency, including CMS or T-MSIS reporting. Experience implementing or maturing a formal data governance program in a complex organization. Familiarity with Medicaid encounter data, T-MSIS, actuarial reporting, or quality measurement. Experience working with cross-functional governance committees. Professional certifications such as CDMP, PMP, or healthcare analytics-related certifications.
