Koniag IT Systems, a Koniag Government Services company, is seeking an experienced Data & Metrics Analyst to support a critical Government Identity, Credential, and Access Management (ICAM) initiative. This role supports a large-scale Application and Systems Enablement effort issued under an ICAM Enterprise Master IDIQ Contract. The Data & Metrics Analyst will serve as the primary data steward and analytics lead responsible for developing, maintaining, and continuously improving the program's tracking databases, performance dashboards, and metrics reporting capabilities-directly supporting the systematic onboarding of approximately 600 NIPRNet applications onto a centralized ICAM technical stack in support of the Department of Defense (DoD) Zero Trust Execution Roadmap.
The ideal candidate is a detail-oriented and analytically driven professional with demonstrated experience in data management, performance metrics development, and reporting within a federal government IT environment. This individual must possess the ability to translate complex program data into clear, actionable insights for both technical teams and senior Government stakeholders.
This position requires an active Secret clearance and may require occasional travel to Government facilities. Primary work will be performed remotely from the Contractor's facility.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Data & Metrics Analyst will serve as the central point of responsibility for all program data collection, tracking, analysis, and reporting activities. This individual is responsible for ensuring the integrity, accuracy, and timeliness of the Enablement Tracking Database (A012) and Metrics Dashboard (A013), which serve as the Government's primary tools for monitoring program performance and enablement progress across the full application portfolio. The Data & Metrics Analyst works closely with the Program Manager, Deputy Program Manager, Migration Team Lead, and Government stakeholders to ensure data-driven decision-making is embedded throughout all phases of the enablement lifecycle.
Principal responsibilities will include but are not limited to:
  • Design, develop, implement, and maintain the Enablement Tracking Database (A012), ensuring it is structured to support real-time tracking of all ~600 pre-registered applications across all phases of the enablement pipeline (e.g., Registered, In Triage, In Progress, On Hold, Government-Induced Hold, UAT, Complete).
  • Design, develop, and maintain the Metrics Dashboard (A013), providing Government stakeholders with real-time, queryable visibility into program performance, enablement velocity, and task order progress against established milestones.
  • Establish and enforce data quality standards, validation rules, and governance procedures to ensure the accuracy, completeness, and consistency of all data entered into program tracking systems.
  • Serve as the primary point of contact for all data-related inquiries from the Government COR, ICAM PMO, and internal program leadership, providing timely and accurate responses to ad hoc data requests.
  • Develop and maintain standardized reporting templates and recurring reports for program status briefings, monthly status reports, and other CDRL deliverables requiring data inputs.
  • Collaborate with the Migration Team Lead and enablement engineers to ensure all application triage findings, risk logs, enablement pathway determinations, engagement attempts, and status updates are accurately and promptly captured in the Enablement Tracking Database.
  • Track and report on all Application Owner Escalation Matrix activities, ensuring documentation of contractor engagement attempts, escalation actions, and Government-Induced Hold (GIH) status transitions are accurately reflected in the tracking database in real time.
  • Develop and maintain performance metrics aligned with PWS requirements, capturing key indicators such as application triage completion rates, enablement throughput, UAT completion rates, GIH rates, and overall progress toward the 600-application enablement objective.
  • Conduct trend analysis and data modeling to identify patterns, bottlenecks, and risk areas within the enablement pipeline, providing actionable recommendations to program leadership for process improvement.
  • Support the development and maintenance of all CDRL deliverables requiring data inputs or metrics reporting, ensuring deliverables meet Government quality and timeliness standards.
  • Ensure the Enablement Tracking Database and Metrics Dashboard are fully accessible and queryable by Government stakeholders at all times, coordinating any system maintenance or updates to minimize disruption to Government visibility.
  • Manage and track Government Furnished Information (GFI) data, including the pre-registered application portfolio and completed migration questionnaires, ensuring secure handling, accurate cataloging, and version control throughout the contract period.
  • Support transition-in activities by establishing baseline data structures and importing initial GFI data into program tracking systems within the transition-in period.
  • Ensure all data management activities comply with applicable DoD security requirements, including CUI handling, data protection standards per NIST SP 800-171, DFARS 252.204-7012, and all referenced DoD regulations and instructions.
  • Coordinate with the test program team to track and report UAT activities, deficiency reports, and defect resolution status across all enabled applications.
  • Continuously evaluate and improve data collection processes, tools, and reporting capabilities to increase efficiency, accuracy, and Government visibility throughout the program lifecycle.

Education and Experience:
Required:
  • Bachelor's degree in Data Science, Information Systems, Computer Science, Business Analytics, Mathematics, Statistics, or a related field from an accredited college or university.
  • Minimum of 5 years of experience in data analysis, data management, or performance metrics development within a federal government IT contracting environment.
  • Demonstrated experience designing and maintaining program tracking databases and performance dashboards in support of large-scale, complex federal IT programs.
  • Experience developing and presenting data-driven reports and briefings for senior Government stakeholders.
  • Active Secret clearance. Must be able to satisfy requirements for CAC-card issuance and NIPRNet access, including annual DoD CyberAwareness training and certification.

Preferred:
  • Master's degree in a relevant field.
  • Prior experience supporting DoD IT programs, particularly within an ICAM, cybersecurity, or Zero Trust context.
  • Experience working on IDIQ/Task Order contract vehicles within the federal defense environment.

Required Skills and Competencies:
  • Exceptional communication skills in English-both written and oral-with the demonstrated ability to translate complex data and metrics into clear, concise, and actionable information for both technical and non-technical audiences.
  • Advanced proficiency in database design, development, and management, including the ability to build queryable, real-time tracking systems that support large-scale program execution.
  • Advanced proficiency in data visualization and dashboard development tools (e.g., Microsoft Power BI, Tableau, or equivalent) to create intuitive, real-time Government-facing performance dashboards.
  • Strong analytical skills with demonstrated experience conducting trend analysis, gap analysis, and data modeling to support programmatic decision-making.
  • Proficiency in Microsoft Excel, including advanced functions, pivot tables, and data modeling capabilities.
  • Experience developing, tracking, and reporting Key Performance Indicators (KPIs) and program metrics in a federal government contracting environment.
  • Familiarity with CDRL deliverable requirements and the ability to develop and maintain recurring data-driven deliverables that meet DoD quality and timeliness standards.
  • Strong data governance skills, including the ability to establish and enforce data quality standards, validation rules, and version control procedures across a complex program tracking environment.
  • Familiarity with Identity, Credential, and Access Management (ICAM) concepts sufficient to understand and accurately track application enablement activities, statuses, and outcomes.
  • Knowledge of DoD security requirements applicable to data management, including CUI handling, NIST SP 800-171, and DFARS 252.204-7012.
  • Strong organizational skills with the ability to manage multiple concurrent data streams, reporting requirements, and stakeholder requests with a high degree of accuracy and attention to detail.
  • Proficiency with Microsoft Office Suite and collaboration tools such as Microsoft Teams and SharePoint.
  • Ability to obtain and maintain required DoD cybersecurity certifications per DoDM 8140.03 (e.g., Security+ for IAT II or equivalent).

Desired Skills and Competencies:
  • Experience working with or developing tracking and reporting systems within a DoD program management office (PMO) environment.

  • Experience supporting transition-in activities for IDIQ task orders, including the migration and baseline establishment of program data from predecessor contractors.
  • Familiarity with Section 508 compliance requirements for electronic and information technology, particularly as applied to dashboards and reporting tools.
  • Certified Analytics Professional (CAP), CompTIA Security+, or other relevant professional certification.
  • Experience with deficiency reporting tracking and analysis, including familiarity with SF368 reporting processes.
  • Familiarity with DFARS data rights provisions and technical data management requirements in a federal contracting environment.
