Harris Miller Miller & Hanson Inc. (HMMH) is a nationally recognized leader in transportation environmental consulting, specializing in the study, assessment, and mitigation of environmental impacts from aviation, highway, rail, and military activities.ย ย 

We are seeking a Senior Managing Consultant to lead and grow our Military Acoustics portfolio within the Federal Programs Group. This senior-level role is both strategic and hands-on, requiring deep technical expertise in military aviation noise analysis and modeling, project management, client engagement, team development, and business development.ย 

This position is hybrid based out of one of HMMH's offices or fully remote with expected travel for client engagement, field work, and team collaboration.ย 

Key Responsibilitiesย 

  • Identify and pursue new business opportunities in military environmental and acoustical consulting, including land use planning, NEPA compliance, and operational support.ย 
  • Manage complex, multidisciplinary projects from proposal through delivery, ensuring timeliness, budget adherence, and client satisfaction.ย 
  • Lead proposal development for complex federal projects, overseeing scope, budgeting, teaming, and narrative contentย 
  • Collaborate with business development and marketing team on growth strategies in defense and aerospace markets.ย 
  • Serve as subject matter expert in military aviation noise modeling, acoustical assessments, and land use compatibility planning (AICUZ/RAICUZ).ย 
  • Lead the preparation and validation of noise simulations for subsonic and supersonic aircraft operations using tools such as NOISEMAP, MR_NMAP, AEDT, and PCBoom.ย 
  • Direct associated field data collection efforts, including coordination with military personnel, sound measurements, and meteorological analysis.ย 
  • Ensure accuracy, innovation, and quality across deliverables; mentor junior staff and set best practices in modeling, analysis, and documentation.ย ย 
  • Lead quality control/quality assurance activities for modeling and documentation.ย 
  • Supervise internal teams and subcontractors with clear direction and performance oversight.ย 
  • Train and develop staff in noise modeling, data analysis, project management, and environmental documentation best practices.ย 
  • Maintain and develop strong client relationships with federal agencies, including the Department of Defense, military branches, and contractorsย 
  • Represent HMMH at industry conferences, client meetings, and public forums.ย 
  • Stay informed on emerging technologies, policies, and trends in military operations, acoustics, and environmental planningย 
  • Contribute to internal innovation and organizational initiatives as needed.ย 
  • Perform other duties as assigned.ย 

Minimum Qualificationsย 

  • Bachelor's or Master's degree in a technical field such as Aerospace Engineering, Acoustics, Environmental Science, Physics, or related discipline.ย 
  • Demonstrated success in business development, proposal writing, or client management within a federal contracting environment.ย 
  • 8+ years of progressive experience in environmental noise modeling, military aviation acoustics, or related technical consulting.ย 
  • Demonstrated expertise with NOISEMAP, MR_NMAP, and related military or environmental noise models.ย 
  • Experience managing complex projects and leading technical teams with a focus on schedules, budgets, workload projections, and scope management.ย 
  • Strong quantitative and analytical skills with proficiency in Python, MATLAB, Excel, or similar tools.ย 
  • Excellent verbal and written communication skills, including the ability to convey technical information to non-technical audiences.ย 
  • Willingness and ability to travel nationwide for fieldwork and client meetings.ย 

Preferred Qualificationsย 

  • Military and/or federal acquisitions backgroundย 
  • Familiarity with impulsive noise analysis (e.g., weapons fire, sonic booms) and relevant modeling tools (e.g., PCBoom, BooMAP, SARNAM, BNoise).ย 
  • Experience with GIS tools for environmental data analysis and reporting.ย 
  • Experience coordinating with public stakeholders and participating in NEPA documentation processes.ย
