Federal Hearings and Appeals Services (FHAS) is seeking a high-performing Senior Business Development Analyst to serve as a strategic growth enabler across our federal and state government markets. This role is not administrative in nature — it is analytical, insight-driven, and directly tied to executive growth decision-making.

The Senior Business Development Analyst transforms data into actionable intelligence that informs capture strategy, investment prioritization, and pipeline discipline. This position plays a critical role in strengthening Probability of Win (PWIN), improving factored pipeline accuracy, shaping opportunities early, and reinforcing FHAS’s structural right-to-win in targeted markets.

The ideal candidate combines deep federal procurement research expertise with strong analytical thinking, executive-level communication skills, and a disciplined approach to pipeline hygiene and executive-level reporting. This individual must be able to move beyond data collection to deliver strategic insights that support Total Contract Value (TCV) growth and forecast reliability.


Key Responsibilities

Strategic Market Intelligence & Growth Analysis

  • Conduct advanced federal and state market research using tools such as SAM.gov, GovWin, FPDS, USAspending, agency procurement forecasts, and budget documents
  • Analyze agency priorities, legislative developments, and government reports and trends to inform proactive growth strategies
  • Evaluate contract vehicles (GWACs, IDIQs, BPAs) and assess access pathways aligned to FHAS capabilities
  • Identify incumbents, recompete timelines, contract ceilings, and competitive positioning factors
  • Deliver executive-ready insights highlighting trends, risks, whitespace opportunities, and investment recommendations

Pipeline Development & Hygiene

  • Support development and ongoing maintenance of the qualified pipeline across federal and state markets
  • Ensure data integrity and disciplined opportunity tracking within the BD CRM
  • Monitor opportunity progression from early shaping through proposal submission
  • Provide weekly, monthly, and quarterly pipeline reporting, including TCV, factored TCV, stage distribution, and PWIN analysis
  • Develop dashboards and executive summaries that improve forecast visibility and board-level reporting

Capture & Pursuit Support

  • Support qualification and gate review processes with data-driven assessments
  • Assist in development of capture plans, competitive assessments, and partner analysis
  • Research and compile RFIs, historical RFPs, Statements of Work (SOWs), and related procurement documentation
  • Contribute to go/no-go decisions by analyzing alignment to capabilities, customer access, incumbency strength, and right-to-win indicators
  • Collaborate with capture managers, proposal teams, and leadership to shape opportunities early

Business Development Operations Support

  • Prepare briefing materials and research packets for executive meetings and client engagement
  • Coordinate BD-related meetings and document key action items
  • Support industry conference and market engagement preparation
  • Monitor policy, regulatory, and acquisition trends impacting FHAS’s target markets


Required Qualifications

  • Bachelor’s degree preferred
  • 5+ years of experience in federal business development, capture support, proposal support, or government market intelligence
  • Strong working knowledge of the federal acquisition lifecycle and procurement processes
  • Demonstrated expertise using federal market research tools and CRM platforms
  • Proven ability to generate insights and strategic recommendations — not just compile data
  • Experience supporting pipeline reporting tied to revenue forecasting and investment decisions
  • Strong analytical skills with high attention to data quality and accuracy
  • Ability to communicate effectively with senior executives and cross-functional teams
